About this file

This document is a Single Source Justification for Simplified Acquisition Procedures (SAP) under the Simplified Acquisition Threshold (SAT) for the West Haven VA Medical Center. The VA is seeking to acquire various rescue equipment for their Fire Department, including a TRC-1 and Mobile Air Cart, Ska-Pak Supplied-Air Respirators, and associated accessories. The justification cites the specialized training of the West Haven Fire Department in confined space rescue and rope rescue, and the need for continuity with the existing VA equipment and systems. The related federal contract opportunity is a Request for Quote (RFQ) for the described medical rescue equipment, with an NAICS code of 339113 and a small business size standard of 800 employees. The solicitation is set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs), and award will be based on a comparative evaluation of quotes considering price, past performance, delivery speed, and availability.

VHAPG Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Single Source Justification for SAP under the SAT

Last Updated: 02/01/22 Page 1 of 2

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C241-24-AP-1909

1. Contracting Activity: Network Contracting Office 1, Regional Procurement Office East on behalf of the Department of Veterans Affairs, VISN 1, West Haven VA Medical Center 950 Campbell Avenue West Haven, CT 06516-2770. Funding 689-24-2-4513-0032.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: This is a new, brand name requirement. West Haven VA Medical Center is looking to acquire various rescue equipment for their Fire Department. The equipment being requested includes (1) TRC-1 and Mobile Air Cart along with accessories and (4) Ska-Pak Supplied-Air Respirators along with various accessories. The Ska-Pak supplied-air respirator (SAR) is a combination of escape SCBA and SAR that offers emergency respiratory protection for a variety of applications, including maintenance work, hazardous material handling, turnarounds, and confined space operations. The carts provide an uninterrupted source of breathing air for up to four airline respirator users. TRC-1 and Mobile Air Cart is a portable air supply solution to support NIOSH-approved respirators employed in such applications as plant maintenance operations, confined space entry, HazMat operations and construction activities. This project is part of a larger EMPI funded project to improve the Hospitals ability to respond to Confined Space rescues and recovery with the West Haven Fire Department.

This is one part of the rescue and recovery supplies and equipment to meet these needs

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The West Haven Fire Department (WHFD) has completed specialized training in Confined Space Rescue for 16 members and plans to double that number in 2024.

Additionally, 24 members will be certified as Rope Rescue Technicians by the end of 2023. 20 members of WHFD are Paramedic providers, and all members are highly trained in mass-casualty & active aggressor response. Planning between the VA Emergency Management Department has increase over the few years, and the first round of confined space training was completed this summer with training planned quarterly on-campus for the future. However, additional equipment, mobile storage, and staging space is needed to help support the above planning, training, and response. At this time the requested items are the equipment our first responders and rescue teams have been trained to and currently use in their day to day duties. Deviating from this specific brand would cause a multitude of burdens the Government would have to overcome. Some of which include discontinued continuity amongst VA systems and equipment, additional training and system downtime, and any additional costs for configuration due to allowing an off branded product to coexist within the existing VA setup.

4. Description of market research conducted and results or statement why it was not conducted: The Contracting Activity queried various market research tools such as VetCert and SBA and DSBS. The first search was on VetCert using NAICS 339113 which yielded 926 total results. Sources Sought
