About this file

This document is a Justification for a Single Source Award for an Osmometer device and related services, valued at $60,006.00. The Department of Veterans Affairs, Network Contracting Office 6, on behalf of the Hampton VA Medical Center, is procuring the Advanced Instruments LLC Osmo Pro Osmometer, training, installation, and validation services. The Osmo Pro is required to provide consistent patient care across the Hampton VA Healthcare System, as it interfaces with the existing Vista Lab Package and allows for shared supplies between facilities. Advanced Instruments LLC is the original equipment manufacturer and sole source provider, with an authorized Service-Disabled Veteran-Owned Small Business (SDVOSB) distributor. Market research was conducted, including a Sources Sought notice with two SDVOSB responses, confirming Advanced Instruments LLC as the sole source.

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C246-25-AP-0010

1. Contracting Activity: Department of Veterans Affairs, Network Contracting Office 6, on behalf of Hampton VA Medical Center (VAMC), North Battlefield; 2237 # 590-25-1-2474-

0005.

2. Brief Description of Supplies/ Services required and the intended use/Estimated

Amount: The Hampton VA Healthcare System requires the Advanced Instruments LLC

Osmo Pro Osmometer, staff training, installation, and validation service for veteran patient care. The osmometer tests for osmolality which is a measure of the number of dissolved particles in a fluid. A test for osmolality measures the amount of dissolved substances such as sodium, potassium, chloride, glucose, and urea in a sample of blood and sometimes in urine. Estimated amount of this requirement is $60,006.00.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The Osmo Pro is needed in North Battlefield so that patient care can be consistent in Hampton Health System. Both Hampton and North

Battlefield need to have the same normal ranges so that the provider will be able to compare results if a patient was drawn in Hampton at one visit and North Battlefield at the next. The

Osmo Pro must interface with Vista Lab Package. All the criteria have been built in the system already, and IT is not required to build a new platform. In addition, supplies will be interchangeable between Hampton and North Battlefield, and they can be shared if one location is short. Hampton has an Osmo Pro and North Battlefield needs to have the same model so that veterans will get consistent results no matter which facility they choose to go to for care. The results will be interfaced to the Vista lab Package and then to CPRS. The osmometer system has the bidirectional interface that connects to the Government’s existing Data Innovations (DI) Instrument Manager (IM) middleware. Advanced Instruments

LLC is the original equipment manufacturer (OEM) has an SDVOSB and Large business distributors. The Large business distributor has an authorized SDVOSB. All warranties will be honored by the OEM.

4. Description of market research conducted and results or statement why it was not conducted: SBA search utilizing NAICS code 334516, and the results showed 234

SDVOSB/VOSB vendors.

Sources Sought Notification was posted to sam.gov on RFQ 36C24625Q0110 was posted on 10/18/2024 with the closing date of 10/23/2024 with two (2) SDVOSB responses BHPE
