About this file

This is a Sole Source Justification document for a firm fixed price service and maintenance contract under RFO FAR 12 simplified procedures for commercial items.

The Department of Veterans Affairs, VISN 02 Network Contracting Office is procuring preventative maintenance services for Boston Scientific AVVIGO+ Intravascular Ultrasound Systems and MicroPace EP Stimulator systems located at NYHHS Manhattan VA Medical Center (Manhattan and Brooklyn campuses). The contract will be awarded to Boston Scientific Corporation, 300 Boston Scientific Way, Marlborough, MA 01752. The performance period runs from May 28, 2026 through May 27, 2027, with four option years. Pricing is structured as follows: Base Year $80,239.02, Option Year 1 $106,750.00, Option Year 2 $106,750.00, Option Year 3 $102,750.00, and Option Year 4 $48,000.00, for a total contract value of $444,489.02. The justification cites the statutory authority of 41 U.S.C. § 1901 under the basis that only one responsible source exists and no other supplies or services will satisfy agency requirements. A Notice of Intent to Sole Source was posted on SAM.gov from March 19-26, 2026 and received zero responses. Price reasonableness was established by comparing the base year quote of $80,239.02 to a comparable contract at Richard L. Roudebush VA Medical Center valued at $113,685.00, representing a 29.4% savings. Market research confirmed no alternative vendors or GSA schedules provide the required equipment maintenance services. The justification was approved by the Contracting Officer and one level above (required for contracts exceeding $350,000 but not $900,000).
