About this file
This document contains a single source justification for a simplified acquisition under the simplified acquisition threshold. The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 6 requires rigid sinus scopes from Olympus Corporation of the Americas to replace end-of-life equipment currently in use. The justification cites the scopes will be compatible with existing tower setups, disposable items, and allow continued use of the same procedures, supplies, and equipment without additional training. Market research was not conducted as all current equipment is Olympus and purchasing another brand would require incompatible machines and supplies. The contracting officer certified the single source purchase is in accordance with FAR 13.106-1.
The related federal contract opportunity is a solicitation set aside for SDVOSB seeking 6515-4MM 0 degree rigid scopes under solicitation number 36C24623Q0961 from the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 6.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
Rigid Sinus Scopes for ENT. It allows visualization needed for the ENT practice. These rigid nasal scopes are designed specifically to provide physicians with detailed images necessary for diagnostic, therapeutic, and surgical sinus and nasal procedures. It connects to a video camera and light source where magnified images project onto a screen.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
Replacing current scopes in use due to equipment’s end-of-life status. The scopes will work on our current tower setup and all the disposable items that we currently have. It’ll work the same way as the scopes that we currently use, so no training will be necessary for the OR staff or the Surgeons.
4. Description of market research conducted and results or statement why it was not conducted:
ENT Service is acquiring Olympus Sinus Rigid scopes since all current scopes are at their end-of-life status. All current sinus rigid scopes are Olympus, it currently works with all other equipment and supplies that we have and use. Purchasing a different brand would mean purchasing a machine and supplies that would have to be compatible with the Rigid Sinus Scopes.
