About this file

This is a Justification for Limiting Sources (LSJ) document for a sole source delivery order under the GSA Federal Supply Schedule (FSS) program.

The Department of Veterans Affairs, Network/Program Contracting Office 09 in Murfreesboro, Tennessee, is awarding a sole source delivery order to Aviate Enterprises, Inc., a Service-Disabled Veteran-Owned Small Business (SDVOSB), against GSA FSS Contract 47QMCA20D000U. The James H. Quillen VA Medical Center is procuring a walkie reach stacker with 3,000 lb. capacity and associated accessories for on-site organization and space-saving purposes. The estimated contract value is $29,865.17, with a delivery timeline of 30 days after receipt of order (ARO). The justification for limiting sources cites FAR 8.405-6(a)(1)(i)(B), establishing that only one source (Aviate Enterprises, Inc.) is capable of providing the required supplies at the necessary quality level because the supplies are unique or highly specialized. The document was executed by Contract Specialist Aye A. A. King and Contracting Officer/Designee Daphne Stewart, with digital signatures dated July 13, 2026 and July 22, 2026, respectively. The document notes that FAR 6.303 written justification requirements do not apply to Federal Supply Schedule acquisitions.
