5. Demonstration that the Contractor’s Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority):

The Orlando VA Healthcare Center currently uses the Attainia software as a historical repository since 2018. The activation team requires Attainia for furniture, fixtures, and equipment (FF&E) projects for the Daytona Beach Outpatient clinic. Subsequently, there are current and pending future projects housed in Attainia. There is not an efficient way to transfer data out of Attainia to a different system. The activation team will lose data for upcoming/approved planned projects for Daytona if another system is utilized.

Accordingly, Attainia Inc is the only firm capable of providing the supplies and services described above without the Veteran’s Health Administration experiencing substantial duplication of the cost that could not be expected to be recovered through competition and unacceptable delays in fulfilling its requirements.

6. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable:

Market research on Federal Data Procurement Center found other large businesses with similar products on the market, however, none will transfer the current data. As described in section 5, transferring any planned projects into a new system will cause data loss, with costly inefficiencies and delays in the planning processes for Daytona’s Activation Team. The data loss will hinder recovery of historical data and take substantial amount of time, manpower and resources. It is in the best interest of the government to not duplicate costs to solicit to other sources.

7. Determination by the CO that the Anticipated Cost to the Government will be Fair and Reasonable:

Other VA locations have purchased Attainia. One award on July 30, 2021 (36C24921P070) and another on February 18, 2021 (36C26221P0572) would assist in determining price reasonableness.

8. Description of the Market Research Conducted and the Results, or a Statement of the Reasons Market Research Was Not Conducted:

A market research was performed on Vendor Information Pages (VETBIZ) to find SDVOSB/VOSB with zero results. A search in Strategic Acquisitin Center, National Acquisition Center, General Services Administration (GSA), Interagency Contract Directory, DLA Troop Support Medical Electronic Catalog (ECAT), NASA Solutions Enterprise Wide Procurements (SEWP), National Institute of Health Information Technology Acquisition and Assessment Center (NITAAC) resulted in zero findings of Attainia.
