About this file

This is a Justification and Approval (J&A) document for a sole source award under the Service Disabled Veteran Owned Small Business (SDVOSB) program. The Department of Veterans Affairs, VISN 22, Network Contracting Office 22 (NCO 22) located in Long Beach, California, is seeking to award a firm-fixed-price contract to SpecOps Medical Supply, LLC for the purchase of the Bioness Integrated Therapy System (BITS) for VA Greater Los Angeles Healthcare System. The BITS is an FDA-cleared, interactive touchscreen and software platform used in physical, occupational, and neurological rehabilitation to evaluate and treat cognitive, visual, motor, and balance impairments. The statutory authority permitting this non-competitive procurement is 41 USC §3304(a)(5) and 38 U.S. Code § 8127(c), implemented under VAAR 819.7008, with authorization for sole source awards up to $5,000,000.

Market research conducted pursuant to VAAR 810.001-70 revealed 18 SDVOSBs listed under NAICS code 339112, but SpecOps Medical Supply, LLC is identified as the only SDVOSB and authorized reseller of Bioness Medical, LLC products. The contracting officer determined the proposed cost is fair and reasonable based on comparison with a previously awarded contract (36C25723F0102) to Tryco, Inc., dated July 6, 2023, for a similar requirement performed in McLean, Virginia. The acquisition plan action ID is 36C262-26-AP-7517 with purchase request transaction number 691-26-3-685-0210. The J&A was digitally signed by Contracting Officer Edgar Alvizar on August 30, 2026. Future acquisitions will involve market research to identify authorized resellers and equivalent products that could meet subsequent requirements.
