Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID:

1. Contracting Activity: Department of Veterans Affairs, Network Contracting Office 6 (NCO 6), proposed to enter into a sole source for the Salem VA Medical Center.

Purchase Request:

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

Network Contracting Office 6 propses to award a new, firm-fixed-price, sole source purchase order to ARMSTRONG ELEVATOR COMPANY to perform repairs and replacement of frayed elevator cables at building 8 at Salem VA Medical center. The estimated value is for a nonseverable contract to complete the required elevator repairs. The fraying elevator cables are considered a safety hazard and they make the elevator inoperable. Period of performance: 22 July 2024 – 21 August 2024.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

41 USC §3304(a)(5), 38 U.S. Code § 8127(c), as implemented by FAR 6.302-5 (Authorized or Required by Statute). COs may use the non-competitive (sole source) procedures authorized in VAAR

819.7008 (DEVIATION) or VAAR 819.7009 (DEVIATION) up to $5,000,000. Check the specific VAAR clause used below:

(X) 819.7008 Sole source awards to a certified service-disabled veteran-owned small business; or ( ) 819.7009 Sole source awards to a certified veteran-owned small business

4. Description of market research conducted and results or statement why it was not conducted:

Market Research was conducted to identify available sources to perform repairs and replacement on frayed cables at building 8 at Salem VA Medical Center.

Due to the urgency in this requirement, the Contracting Officer intends to issue an SDVOSB 100% set-aside Sole Source award to ARMSTRONG ELEVATOR COMPANY (SDVOSB, SAM UEID:

KJG4LEBT2J89).

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
