About this file

This is a Justification and Approval (J&A) document for other than full and open competition issued by the VA Strategic Acquisition Center (SAC) for a sole-source award to D&O Security Solutions LLC (DOSS). The procurement is for risk assessment services with an estimated value of $320,000 and a 12-month period of performance.

The document justifies the sole-source award to DOSS, a Service-Disabled Veteran-Owned Small Business (SDVOSB), based on the Veterans First Contracting Program authority. DOSS will provide technical support services and subject matter expertise to analyze, assess, and map risks related to increasing threats to VA senior leaders, key officials, and workforce. Services include examining interdependencies between VA mission sets, developing threat-focused risk assessment methods and tools, and conducting knowledge transfers through executive summaries and presentations. As the incumbent contractor, DOSS has been determined responsible with respect to performance and is registered in VetBiz.gov as an SDVOSB with the appropriate NAICS code. No market research was conducted due to DOSS's incumbent status and SDVOSB qualification.

Integrating threat-based risk analysis elements into the Department’s risk assessment methods and tools will enhance needed decision support to understand and begin addressing this emerging risk.

4. An identification of the statutory authority permitting other than full and open competition.

§ 253(c)(5) as implemented by the Federal Acquisition Regulation (FAR) Subpart 6.302- 5 entitled, “Authorized or required by statute”.
