1. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

Lt. Col. Luke Weathers Jr. Veteran Affairs Medical Center, has need for a maintenance and service agreement for SkyCop Security operations.

Estimated Amount: $44,100.00

2. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

SCI Technologies, Inc is the original equipment manufacturer (OEM) of SkyCop Security Systems and due to the proprietary nature of the software and program systems only SCI Technologies, Inc. can provide the required maintenance services. No other vendors were found that could meet these requirements.

3. Description of market research conducted and results or statement why it was not conducted:

Based on the market research, no two or more VET CERT verified and capable SDVOSB’s or VOSB’s were identified and are capable of performing maintenance on SkyCop Services. 1 – Small Business (SCI Technology, Inc.) was found to be capable of the fulfilling the requirements.

4. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
