About this file

This is a Sole Source Justification for a delivery order under the VA Northeastern Consortium (VANEC) Hospital Bed Blanket Purchase Agreement (BPA).

The Department of Veterans Affairs, Network Contracting Office 01 in Brockton, MA, is procuring Stryker medical beds for the Bedford VA Health Care System to replace bariatric beds that are no longer manufactured and reaching end-of-service. The procurement includes 6 MV3 bariatric beds, 132 Procuity LEX beds with IsoTour Premium surface systems, and 18 patient helper top-level assemblies. The order is placed against FSS Contract Number 36F79721D0021 under BPA #36C24525A0024, with an estimated award date of 09/21/2026 and delivery date of 06/30/2027. Stryker Corporation of Portage, MI is the proposed sole-source contractor.

The justification cites GSAM/R 538.7104-4 (items peculiar to one manufacturer) and emphasizes material compatibility with existing systems and unique clinical features. The clinical team determined Stryker is the only manufacturer meeting salient requirements, including low bed height (11.5-12 inches) suitable for fall-risk and non-fall-risk patients, integrated extension systems accommodating taller patients and equipment transport, multi-point scale monitoring for improved alert accuracy, bariatric bed capabilities with 1100-lb safe working load, and compatibility with existing patient-helper equipment. The justification notes fleet standardization with two existing units already at the facility and potential cost savings of tens of thousands of dollars annually by reducing specialty mattress rentals. Market research was conducted among VANEC BPA awardees using comparative product specifications analysis. GSA has determined prices fair and reasonable under the FSS schedule with firm-fixed pricing. The acquisition includes approvals from the Contracting Officer, Branch Chief, and VHA Regional Procurement Office (for orders exceeding $900,000).

GSAM/R 538.7104-3(b) Sole Source Justifications - Federal Supply Schedule Ordering Procedures

4. Identify the Authority and Supporting Rationale (see below and if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service.

GSAM/R 538.7104-3(b)(1)(i): An urgent and compelling need exists and following the ordering procedures would result in unacceptable delays:

GSAM/R 538.7104-3(b)(1)(ii): Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized;

GSAM/R 538.7104-3(b)(1)(iii): In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order provided that the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures. The original order must not have been previously issued under sole source or limited source procedures.

GSAM/R 538.7104-3(b)(1)(iv): It is necessary to place the order with a particular FSS contractor to satisfy a minimum guarantee established in the FSS BPA; or

GSAM/R 538.7104-3(b)(1)(v): A law expressly authorizes or requires that the purchase be made from a specified source.

GSAM/R 538.7104-4: Items peculiar to one manufacturer:

A patent, copyright or proprietary data limits competition. The proprietary data is:

These are “direct replacements” parts/components for existing equipment.

The material/service must be compatible in all aspects (form, fit and function) with existing systems presently installed/performing.

Bedford VAMC requires a bed system that will successfully cross multiple care environments: long term care, mental health, and geriatrics. In review of the various solutions available on the healthcare bed BPA’s available at the VANEC, the clinical team found multiple aspects of the Stryker system warranted limited source selection:

Procuity LEX w/ IsoTour Premium:

• The Bed selected offer a low enough entry/exit (11.5 inches) that it can be used for both

• The bed selected also offers an integrated extension system. This system accommodates several key clinical workflow considerations: taller patients, ability to transport equipment with the patient without separate carts, and the ability to integrate with specialty care surface(s). Each of these improves both comfort as well as patient and staff safety.

AP# 36C241-26-AP-4679

• The surface selected offers several unique features, in conjunction with the above noted extension, it will dramatically reduce our need for specialty care mattress rentals. Specifically, the mattress will support most of our current population and with the procurement of an associated pump system it should be able to cover >90% of our specialty surface needs as well.

This capability alone will save tens of thousands of dollars in currently incurred rental costs annually.

• While Vocera integration is available on multiple beds, the addition of a multi-point scale, in conjunction with continuous monitoring, improves both the safety and accuracy of the alerts transmitted to nursing staff, thereby reducing false alerts which in turn strengthen compliance with alerts and improves patient safety

MV3 – Bariatric Bed:

• The bariatric bed selected offers a low bed height (12”) that can help enable egress/ingress for patients of various heights and weights as well as help prevent falls and reduce fall injuries.

• The bariatric bed selected also has iBed awareness that monitors local bed status information.

This alerts clinical staff visually if preset parameters are compromised. In addition, the single-zone bed exit alarm alerts clinical staff if the patient moves beyond the recommended safe zone.

• This selected bed also has the capability to sit upright in a cardia chair mode. This helps maintain proper circulation and prevent cardiovascular conditions such as deep vein thrombosis, hypertension, coronary artery diseases, pulmonary embolism, congestive heart failure, and stroke.

• This bariatric bed also has a safe working load of 1100lbs. It exceeds today’s industry standards while also providing a safe and durable alternative to bariatric rentals on the market today.

• This bed has three expandable settings, 36, 42, and 48 inches. It allows caregivers to easily accommodate patients of various sizes without needing assistance from fellow nurses.

ASSY, PATIENT HELPER TOP LEVEL

• This selected item is compatible with both the Stryker Procuity LEX bed as well as the MV3 bariatric bed

• Patient helper equipment is a crucial bed accessory that assists in the independent repositioning of the patient to encourage both mobility and independence.

Describe Why You Believe the Order Represents the Best Value consistent with GSAM/R 538.7102-2(4) to aid the contracting officer in making this best value determination:

GSA has already determined the prices of supplies and services under schedule contracts to be fair and reasonable. Therefore, ordering activities are not required to make a separate determination of fair and reasonable pricing. Since these beds are offered on a VA FSS schedule, the NAC determined price reasonableness, and the publicized prices are Firm-Fixed.

Describe the Market Research Conducted among schedule holders and the results or a statement of the reason market research was not conducted.

The Veterans First (Rule of Two) was considered and applied for the VA Northeast Consortium (VANEC) Hospital Bed BPA 36C24525A0024. Market research was conducted by reviewing the BPA award documents, price lists, and product brochures for awardees under the Multi-VISN Multiple Award BPA.

Based on a comparative analysis of product specifications, (e.g. bed height, safe working load, integrated

AP# 36C241-26-AP-4679

scale/monitoring capability, extension systems, and compatibility with existing patient-helper equipment), it was determined that Stryker is the only manufacturer whose products meet the salient characteristics and performance requirements established by VAMC Bedford, MA. No other BPA awardee’s product met the combination of clinical and safety requirements described in Section 4 above.

Any Other Facts Supporting the Justification:

With advanced technologies, this system will help reduce patient falls and provide a safer operating environment for our clinical staff. As well as the facility already has 2 full units completely outfitted with these beds. By expanding the fleet, this would allow for fleet standardization across the facility allowing for ease of training and for float nurses to use. This would enhance the safety of patient care through minimal confusion with bed capabilities that can differ when having numerous standard bed models.

Many features on the selected bariatric bed reflects those on the Procuity bed that is already located at the facility making the training and education for both unit nurses and float nurses to be more coherent.

A Statement of the Actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made:

Recognizing that advancements in bedside fall prevention have been limited until now, the Bedford VA continues to direct the Fall Champion Task Force to continually monitor emerging technologies and best practices in healthcare safety. For future acquisitions, the agency will actively seek out the latest technological innovations, such as beds with integrated fall prevention features, real-time alerts, and enhanced safety mechanisms, to support the goal of creating a fall-free zone for Veterans. Additionally, fostering partnerships with industry leaders and investing in pilot programs will help overcome previous barriers and ensure that cutting-edge solutions inform procurement decisions. Furthermore, the agency will periodically reassess whether the original basis for restricted competition (e.g., fleet standardization, training continuity) continues to apply and will structure future solicitations to maximize competition to the extent operationally feasible.
