About this file
This is a Sole Source Justification for a Federal Supply Schedule (FSS) order under GSAM/R 538.7104-3(b).
The Department of Veterans Affairs, VISN 02 Contracting Office is issuing Acquisition ID 36C242-27-AP-0271 to procure bed rentals for the Albany VA Medical Center (VAMC) located at 113 Holland Avenue, Albany, NY 12801. The estimated contract value is $398,397.50, and the order will be placed against FSS Contract Number 36F79721D0160 with Hill-Rom (1069 State Route 46 East, Batesville, IN 47006). The requirement involves furnishing all necessary labor, materials, supplies, equipment, and transportation to provide rental delivery of specialty beds, mattresses, and pumps. The justification is based on GSAM/R 538.7104-4 (Items Peculiar to One Manufacturer), as the Albany VAMC specifically requires Hill-Rom Envella Air-Fluidized Therapy Beds for treating complex pressure ulcers. These beds feature weight-based pressure redistribution in the head section and integrated digital scale tracking capabilities that competitors' products, such as the Arjo PEARLS Air-Fluidized Therapy System, do not provide in the same patient-transfer interface, thereby improving patient outcomes and staff workflow efficiency.
Market research was conducted across multiple databases including DSBS (151 results for NAICS 532283), GSA schedule searches for bed rentals showing multiple potential vendors but only Hill-Rom offering the specific product line codes P0819A and P0821A, DSBS Vetcert (19 and 3 results respectively), and SAM FPDS for price reasonableness. Hill-Rom was verified via email dated 9/3/26 as the sole distributor of their products. The justification was signed by Colin Riley (Biomed Engineer) on October 1, 2026, certified by Contracting Officer Corey Swinton on October 1, 2026, and approved by Anthony Murray (one level above the contracting officer) on October 1, 2026.

GSAM/R 538.7104-4: Items peculiar to one manufacturer:
The Albany VA Medical Center requires a firm-fixed-price contract for the rental of Hill-Rom Envella Air-Fluidized Therapy Beds. These specialized beds are utilized on-site to support the healing of pressure ulcers The requiring activity depends on these beds to provide appropriate treatment for patients presenting with complex, advanced wounds that are resistant to conventional healing methods. The Baxter Envella Air Fluidized Therapy Bed features specialized, weight-based pressure redistribution in the head section and integrated digital scale tracking that older air-fluidized surfaces like the Arjo PEARLS Air-Fluidized Therapy System do not natively combine in the same patient-transfer interface. This effects patient care by maximizing tissue protection, reducing staff workflow disruptions, and preserving the therapeutic environment during standard care tasks, elevating the head of the bed or transferring a patient often compromised the specialized fluidization physics or required moving the patient off the therapeutic surface entirely just to obtain clinical measurements.
Benefits also include: Continuous Microclimate & Pressure Management During Elevation, Elimination of Diagnostic Shear and Friction and Streamlined, Safe Patient Transitions
