About this file

This is a Sole Source Justification for a Federal Supply Schedule (FSS) ordering action by the Department of Veterans Affairs, VISN 02 Contracting Office in Albany, New York.

The acquisition (ID: 36C242-27-AP-0544) seeks to procure a media distribution system for the Albany-Stratton Veterans Affairs Medical Center (VAMC) with an estimated value of $224,640.85. The requirement is for a vendor capable of providing an all-in-one patient experience system including media content distribution, administrative/software management for networked endpoints, point-of-use hardware tailored to medical environments, and integrated options for surveys, food ordering, web access, and communication. The justification identifies PDI's MEDTAB 16E1-CB2-P as the sole source based on its unique use of Genio, a cloud-based system requiring no additional hardware or software for application installation, with security controls allowing only hospital staff to install applications while restricting patient installation capabilities. The acquisition will be placed against two FSS contracts: 47QSMA21D08NL with A.M. Communication Solutions (Dover, PA) and GS-03F-0099Y with TB&A Hospital Televisions Inc. (Amherst, NY), both small businesses. Market research included searches of ADDSUP, DSBS (identifying 7 general contracts and 520 SDVOSB results, none capable of meeting the requirement), SAM FPDS, and GSA schedules. The justification was certified by Clark Wetzel (Net/Ops Supervisor) on September 22, 2026, and approved by Contracting Officer Corey Swinton on September 23, 2026, in accordance with VHAPM Part 806.3.
