Organizational Activity: Department of Veterans Affairs Ft. Harrison VA Medical Center 3687 Veterans Drive, Ft. Harrison, MT 59636. Funding provided through NRM process for this project (436-24-10).
2. Nature and/or Description of the Action Being Approved: This acquisition is for the replacement of the Building Automation System (BAS) from a Johnson Controls BAS to a Schneider Electric EcoStruxure BAS. Due to proprietary reasons the contract will be a firm Fixed Price (FFP) contract with Facility Improvement Corporation (FICO) an authorized dealer and installer of Schneider Electric.
3. : The Fort Harrison VA Medical Center has a need for construction services for the upgrade and installation of the facility Building Automation System (BAS). This is phase 2 of this overall facility building automation system upgrade; FICO was previously awarded and is currently installing phase 1 of this project. Building 154 has antiquated and outdated Johnson Controls BAS technology (over twenty years old) and has exceeded its useful life. Conversion to a state-of-the-art Schneider electric BAS system is required to ensure Building 154 is updated to maintain compatibility within the Ft. Harrison VAMC campus. Currently the campus is 85% Schneider Electric, and 15% outdated Johnson Controls. The Schneider Electric BAS system is a critical facility system which acts as the central nervous system and branches out to peripherals which provide feedback data which controls air conditioning (A.C), heating, ventilation, boilers, chillers, temperature, and humidity.
This is vital to ensuring correct optimal condition to operating rooms (OR) and compounding of chemicals in the pharmacy as well as other clinical spaces. The project includes the installation, start-up, and programing of all mechanical equipment associated with this project.

5. and/or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority): Facility Improvement Corporation (FICO) is the sole service provider and installer for Schneider Electrical for the Ft. Harrison, Montana region. The BAS is comprised of proprietary hardware and software that controls the operation of the facility mechanical systems (provides automated control of the HVAC as well as several ancillary systems).
The (BAS) is networked throughout the entire Fort Harrison VAMC facility. The reliability of the BAS is vital to maintaining proper operation of the facility. Failure of the BAS would adversely affect patient access to care. The BAS utilizes proprietary hardware and software to control building operation. Installing another system puts the VA at risk by having to maintain two systems. Additionally, outside vendors interfacing with the Schneider Electric BAS will void existing software and hardware warranties from Schneider Electric.
This project will add equipment such as Air-Handling Units (AHU), Remote Terminal Units (RTU), Heat Recovery Unit (HRU), Chiller, Heat Exchangers, Variable Air Volume (VAV) Controllers, Dry Coolers, Fin Tubes, Convector, and Heaters. The added equipment will be controlled by the Schneider BAS. Control of the added equipment requires both hardware and software modifications. Thus, FICO is the sole vendor qualified and authorized in the State of Montana by Schneider Electric to install their systems, ensuring the health and continuity of the BAS while protecting equipment warranty.
6. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable: Additional efforts were made by requesting a list of authorized Schneider Electric Servicers and/or installers October 24, 2023, in which Schneider Electric responded specifically stating Facility Improvement Corporation (FICO) is the sole authorized Schneider Electric servicer and/or installer for the Ft. Harrison, Montana VA Medical Center.
