About this file
This is a Justification for Single Source Award document submitted by the Department of Veterans Affairs, VISN 04, NCO4 in support of the Erie Medical Center (Erie, PA) for a procurement valued at or below the Simplified Acquisition Threshold of $350,000. The document justifies restricting competition in accordance with FAR Overhaul 12.102(a).
The Erie VA Medical Center Emergency Services division is procuring brand-name FERNO Transcend evacuation chairs to replace existing Stryker brand evacuation stair chairs that have exceeded their manufacturer-recommended service life of ten years. The procurement includes both standard evacuation chairs and battery-powered ascending evacuation chairs with additional safety features to be distributed across each occupied floor of the facility. The contract will be issued as a firm-fixed price purchase order with no options. The justification identifies unique functional, safety, and operational characteristics exclusive to FERNO brand chairs that are essential for patient and operator safety, including: adjustable armrests for patient stabilization and secure positioning; hard non-porous surfaces and seating for infection prevention and efficient cleaning; and contingency power sources compatible with Milwaukie 28V rechargeable batteries, offering redundancy unavailable with competing brands. Market research confirmed that alternative evacuation chairs examined—including two unnamed competitors—lack one or more essential characteristics, rendering them unacceptable. The Contracting Officer certifies the justification as accurate and complete and confirms price will be determined as fair and reasonable prior to award.

Replacement evacuation chairs and battery powered ascending evacuation chairs with additional safety features are required. This procurement will result in an evacuation chair being available on each occupied floor of the Erie VAMC, with battery operated chairs planned for use on the lower floors to assist with patient ascent. The proposed replacement units possess essential patient and operator safety features which are detailed in Section 3, and support emergency preparedness, life-safety compliance, and operational readiness.
The resulting contract will be a firm-fixed price purchase order with no options.
Estimated Value:
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The requested Ferno brand evacuation chairs possess unique functional, safety, and operational characteristics unavailable with other brands, but are essential to patient and operator safety in emergency situations these chairs will be used in. Infection prevention, safe patient handling, and operator assistance are essential; a review of evacuation chairs conducted by a technical team consisting of Patient Safety, Safe Patient Handling, and Infection Control as well as Erie VAMC evac chair operators provided the following required characteristics:
