About this file

This document is a Single Source Justification for a Simplified Acquisition Procedure (SAP) under the Simplified Acquisition Threshold (SAT) for the purchase of four (4) AudioScan Verifit VF2 Programmable Electrical Medical Systems for the Durham VA Medical Center's Audiology & Speech Pathology Service.

The devices are used to test the sensitivity of the human auditory system and ensure treatment meets patient needs. They are being purchased to replace broken and end-of-life equipment, and are compatible with the facility's existing systems, software, and equipment. The estimated total cost for the four devices, additional modules, speaker kits, and installation/training is . The justification cites the unique capabilities of the Verifit VF2 that limit availability to a single source, noting that purchasing different equipment would result in substantial duplication of costs to the government. The related federal contract opportunity is Solicitation 36C24624Q1249 for the AudioScan Verifit VF2 (brand name only) issued by the Department of Veterans Affairs, Veterans Integrated Service Network 6.

2. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: These devices distinguish the difference between pure tones and speech and process them differently. The Verifit is used as part of the evaluation and treatment system used to test the sensitivity of the human auditory system and compensate for hearing loss. The AudioScan Verifit VF2 is designed to analyze the function of the hearing aid/treatment device in the patient’s external auditory canal. The AudioScan Verifit VF2 is compatible with Durham’s existing systems, software, equipment, and the VA’s approved database. This equipment is being purchased to replace broken equipment and equipment that is at the end of its life. To purchase different equipment would be a substantial duplication of costs to the government.
