About this file

This document is a justification for a sole source award for security guard services. The Department of Veterans Affairs, Veterans Integrated Service Network 21 required emergency security guard services for Tripler Army Medical Center's E wing under a six month contract from November 2020 to May 2021. An existing contract with Culpepper & Associates Security Services under GS-07F-0168T was utilized to expedite fulfilling this urgent requirement. Market research found no other suitable contractors due to the immediate need. The price of $72,820.80 from Culpepper & Associates was determined to be fair and reasonable in comparison to previous procurements.

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106‐1

For Over Micro‐Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID:_ 36C261‐21‐AP‐0409_____________________

1. Contracting Activity: Department of Veterans Affairs, VISN 21, Network Contracting Office (NCO)

21, VA Medical Center (VAMC), PIHCS STA459 Purchase Request – VA 2237: 459‐21‐1‐380‐0007

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

Emergency contract requirement for Security Guard I Services to Tripler Army Medical Center for E‐ wing. The previous TAMC PMO Security Guard for E‐wing has recently retired and a replacement guard is needed. The estimated value of this proposed action is $72,820.80.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

There is currently an active contract with CASS under Contract#GS‐07F‐0168T 36C26118F1931. The price from CASS is fair and reasonable in accordance with FAR 13.106‐3 (a)(2)(ii) in comparison of the proposed price with prices found reasonable on the previous purchase. To expedite this emergency requirement, utilizing the current contractor whom currently provides local security guard services to our CBOCs would be the most efficient way to fulfill this requirement.

This proposed action may be awarded without full and open competition under 41 U.S. Code § 3304 (a)(2) as implemented in FAR 6.302‐2 due to immediate nature of this requirement. In accordance with FAR 10.002 (b) (1), this item is customarily available in the commercial marketplace.

4. Description of market research conducted and results or statement why it was not conducted:

A search was conducted in VIP utilizing NAICS code 561612, FSC code S206, keyword: security, non‐ restricted and there were no results:

VHAPM Part 813.106 Page 2 of 2 Original Date: 08/30/17 Revision 02 Eff Date: 03/31/2020

A search in GSA under contract# GS‐07F‐0168T shows that CASS still has a valid GSA contract:

This is an emergency sole source procurement. Due to the urgency and critical need for this requirement, there is not sufficient time to compete this requirement as it directly impacts the safety and security of the facility. Furthermore, thorough market research was not conducted due to the critical and urgent need for this requirement.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106‐1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.

Note: COs are required to make a determination of price reasonableness IAW FAR 13.106‐3. See the

S19 Open Market (FAR13) Award Documentation Form with Abstract to document price reasonableness.
