About this file

This document is a justification for other than full and open competition using simplified acquisition procedures for certain commercial items. The Veterans Affairs Medical Center in Salisbury, North Carolina plans to issue a solicitation on August 23, 2021 for upgrades to Philips physiological monitoring systems and turnkey installation services as a Service Disabled Veteran Owned Small Business set-aside. The requirement is for proprietary Philips equipment and software to maintain interface compatibility with the Veterans Integrated Service Network's existing Philips Intellivue system infrastructure across all facilities. Market research confirmed that Philips distributors Alliant Enterprises and Four Points Technology are the only responsible sources due to equipment proprietary issues. The justification was approved by the contracting officer, division chief, director of contracting, and Veterans Health Administration Head of Contracting Activity.
