About this file

This is a sole source justification document for procuring medical journal subscriptions for the Department of Veterans Affairs VISN 1 VA Health Care System. The requirement is for a one-year firm-fixed-price contract for calendar year 2025 covering 96 specific medical journals and subscription bundles from various publishers including BMJ, Carlat, BroadcastMed, T&F, Springer Nature, and others.

The justification establishes Graham Advisory Network, an SDVOSB, as the only capable vendor who can fulfill this requirement. The procurement is being conducted under VAAR 819.7008 for SDVOSB sole source awards up to $5,000,000. Key rationale includes: avoiding $50,000 in additional costs for alternative products, preventing system downtime for staff training on new products, and meeting the critical January 1, 2025 start date. An intent to brand name synopsis has been posted on SAM.gov specifying no substitutes allowed. The CO will determine price reasonableness based on historical data and FAR 13.106-3 procedures.
