About this file

This is a Justification for Limiting Sources (LSJ) document submitted by the Department of Veterans Affairs, Network/Program Contracting Office 23, located in Sioux Falls, South Dakota, in support of the Sioux Falls VA Health Care System. The document justifies limiting competition for a Federal Supply Schedule (FSS) order under the micro-purchase threshold up to the Simplified Acquisition Threshold (SAT).

The contracting officer, Marie Weathers, has determined that the acquisition qualifies under FAR 8.405-6(b) for "Items Peculiar to One Manufacturer." The Sioux Falls VA currently owns Biomerieux BioFire analyzers that utilize Polymerase Chain Reaction (PCR) reagent kits for laboratory testing. These proprietary reagent kits are the only FDA-cleared assays compatible with the Sioux Falls-owned Biomerieux analyzers for testing GI pathogens, blood cultures, respiratory pathogens, meningitis/encephalitis targets, and clinically relevant pneumonia targets. No other manufacturer's reagent test kits are compatible with these analyzers. The Biomerieux analyzers are valued at approximately $284,000. Retaining the current analyzers and test kits avoids duplication costs from purchasing new equipment and installation, training personnel, and the required 90-to-120-day minimum crossover period. The estimated value of the proposed action exceeds $25,000, requiring posting of the Justification for Limiting Sources and RFQ on e-Buy. The document was signed on September 14, 2026.
