About this file
This is a Justification for Limiting Sources (LSJ) document for a Federal Supply Schedule micro-purchase acquisition by the Department of Veterans Affairs.
The acquisition procures four (4) GE Vscan Air CL Portable Musculoskeletal Ultrasound units with all required accessories, estimated at $26,141.80. The order is placed against FSS Contract Number VA797H17D0024 with General Electric Company (3000 N Grandview Blvd, Waukesha, WI 53188). The contracting activity is the Department of Veterans Affairs, Network/Program Contracting Office 23 in Sioux Falls, South Dakota, in support of Central Iowa VA Health Care System in Des Moines, Iowa. Required services include shipment and delivery of new equipment in original packaging, at least one 45-minute clinical training session for end users covering device operation and care, removal of packing materials, initial setup assistance, provision of warranty documentation and customer support information, and adherence to VA security guidelines with no integration into VA network or EHR systems.
The justification cites FAR 8.405-6(b), Items Peculiar to One Manufacturer, as the authority for limiting sources to GE HealthCare. The rationale emphasizes that the GE Vscan Air's specific combination of portability, wireless operation, dual-transducer functionality, imaging capabilities (B-mode, M-mode, Color Doppler, Pulsed Wave Doppler), clinical workflow compatibility, and standardization are essential to meeting the Government's minimum requirements. Market research determined that while other manufacturers offer portable ultrasound systems, alternative products either lack the required capability combination or cannot be substituted without adversely affecting compatibility, standardization, clinical workflow, training, and operational efficiency. The document states that competition will be obtained to the maximum extent practicable among authorized Federal Supply Schedule contractors capable of providing the required GE equipment. This justification was posted on e-Buy as required by FAR 8.405-1(e) and was digitally signed by Contracting Officer Marie Weathers on August 24, 2026.

Services for Executive Agencies; and Section 803 of the National Defense Authorization Act of 2002 (PL 107-107) and implemented by FAR 8.405-6. Mark the applicable exception:
An urgent and compelling need exists, and following the procedures would result in unacceptable delays(FAR 8.405-6(a)(1)(i)(A);
Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized;
(FAR 8.405-6(a)(1)(i)(B));
In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order and the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures. The original order was not previously issued under sole-source or limited-sources procedures (FAR 8.405- 6(a)(1)(i)(C)); or
Items peculiar to one manufacturer. An item peculiar to one manufacturer can be a particular brand name, product, or a feature of a product, peculiar to one manufacturer). A brand name item, whether available on one or more schedule contracts, is an item peculiar to one manufacturer (FAR 8.405-6(b)).
5. Rationale/explanation to support cited authority: The statutory and regulatory authority supporting this acquisition is FAR 8.405-6(b), Items Peculiar to One Manufacturer. The Government’s requirement is for the GE HealthCare Vscan Air Portable Ultrasound System, or the specific manufacturer-proprietary features of that system, because those features are essential to meeting the Government’s clinical and operational requirements.
The GE Vscan Air is a compact, wireless, handheld diagnostic ultrasound system designed to provide point-of-care ultrasound imaging through a portable probe connected wirelessly to a compatible mobile device. The system provides multiple diagnostic imaging capabilities, including B-mode, M-mode, Color Doppler, and Pulsed Wave Doppler imaging. Depending upon the required Vscan Air configuration, the system incorporates dual transducers within a single handheld probe, allowing clinicians to perform both shallow and deep anatomical assessments without changing between separate probes or transporting a conventional ultrasound system.
The Vscan Air incorporates the required imaging functionality into a single portable platform. The Vscan Air CL configuration, for example, incorporates both linear and curved-array transducers within one handheld probe, providing linear imaging from 3–12 MHz for shallow scanning and curved-array imaging from 2–5 MHz for deeper scanning, with imaging depths of up to approximately 8 cm and 24 cm, respectively. The device weighs approximately 205 grams and is completely cordless. These characteristics allow the Government to obtain both superficial and deep ultrasound imaging capability from a single portable device while minimizing equipment requirements at the point of care.

Market research determined that other manufacturers offer portable and handheld ultrasound systems; however, the Government’s requirement is not merely for a generic handheld ultrasound device. The requirement encompasses the specific combination of portability, wireless operation, dual-transducer functionality, imaging capabilities, clinical workflow, compatibility, and standardization provided by the GE Vscan Air. Based upon the Government’s market research, alternative products either do not provide the required combination of capabilities in a configuration that satisfies the Government’s minimum requirements or cannot be substituted without adversely affecting compatibility, standardization, clinical workflow, training, and/or operational efficiency.
Accordingly, the GE Vscan Air and its required manufacturer-specific features are considered items peculiar to one manufacturer within the meaning of FAR 8.405-6(b).
Restricting the requirement to the GE Vscan Air is not based solely upon preference for a particular manufacturer. Rather, the restriction is necessary because the identified features and capabilities are essential to satisfying the Government’s minimum clinical and operational requirements, and market research indicates that other manufacturers’ similar products, or products lacking the identified features, do not meet or cannot be modified to meet those requirements.
Competition should therefore be obtained, to the maximum extent practicable, among authorized Federal Supply Schedule contractors capable of providing the required GE HealthCare Vscan Air equipment.
6. BRAND NAME ONLY This buy is estimated to exceed $25,000 and this documentation will be posted along with the RFQ on e-Buy, as required by FAR 8.405-1(e).
7. Note that this determination satisfies the requirements of FAR 8.405-6. The requirement to prepare a written justification IAW FAR 6.303 does not apply to Federal Supply Schedules.
