About this file
This document is a Justification and Approval (J&A) for Other Than Full and Open Competition for the Department of Veterans Affairs, VISN 1. The procurement involves a sole source, firm fixed-price purchase order for a base plus four-year service agreement for three Ethicon NeuWave Microwave Ablation Systems located at West Haven, Togus, and West Roxbury VA Medical Centers. Each medical center will receive one system, which is used in operating rooms and interventional radiology labs to destroy liver tumors via microwave energy.
The total contract value is $252,807.00, with an annual price of $50,561.40 and a per-system price of $16,853.80. The justification emphasizes that only Ethicon, as the original equipment manufacturer (OEM), can service these complex medical systems. The contract is being awarded under the statutory authority of "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements" per FAR 6.302-1. The intent to sole source will be posted on SAM.gov, with the government anticipating no challenges to the procurement strategy.
