VHAPM Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source

Attachment 1: Single Source Justification for SAP under $250K

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C246-22-AP-5962

1. Contracting Activity: The Department of Veterans Affairs, NCO 6, Hampton VA Medical Center, 100 Emancipation Drive, Hampton, VA 23667; PR# 658-22-4-537-1292

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The proposed acquisition of the PatientPoint Digital Communications Platform is a waiting room digital screens program located in waiting rooms and high-traffic areas of hospitals and CBOCs. The program features a specialty-specific patient education loop of content that allows Custom Messages from Hospital and Providers. This purchase includes 5 digital screens for the Salem VA Medical, which includes cellular connectivity, installation, training, maintenance, and support.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The PatientPoint Digital Communications Platform is configured using proprietary operating system developed in exclusive partnership with Reflect. The Reflect configuration of the Brightsign XD1034-W media player automates the manual processes of scheduling, delivering and reporting on multi-channel digital signage. PatientPoint has coded and configured the media player to gain additional controls and monitoring over the LG models used by PatientPoint. It is designed solely for the use of the PatientPoint digital screen programs and facilitates remote monitoring- providing visibility to health of the LG screen and remote access for repair, power, or volume controls. The exclusive design features for these screens is proprietary and not in use by other entities. This system is used in other VA’s and is being requested by VA Salem as a standardization effort. Also, when compared to other systems, this appears to be the only one that will work off of the VA Network, thus presenting less of a security risk.

4. Description of market research conducted and results or statement why it was not conducted:

A sources sought was posted to Contracting Opportunities to find any “like” item/system interest from the marketplace. The only response received was from the OEM’s reseller, Choisys Technology LLC. There doesn’t appear to be any like systems in the market place that can meet the customer’s needs, which entails not being connected to the VA Network.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
