About this file
This Limited Sources Justification Form is for the Department of Veterans Affairs, Tucson CMOP (Central Medical Oxygen Procurement), seeking to procure 143,424 Recycled Jean Coolers (11.5"x 10"x 6") from USVETSERV, LLC, a Service-Disabled Veteran-Owned Small Business (SDVOSB). The urgent procurement is to ensure medication shipping capabilities while a new National IDIQ package is being established, with a required delivery by 07/24/2025 to prevent disruption of medication shipments to veterans.
The justification cites FAR 8.405-6(a)(1)(A) for an urgent and compelling need, noting USVETSERV is the only known small business vendor with a Federal Supply Schedule contract who has previously provided coolers meeting the required temperature sustainability for the Tucson CMOP. The estimated contract value is redacted, with 3,456 boxes to be delivered daily, representing approximately a 52-day supply. The solicitation for the new supporting contract is expected to be issued on 08/01/25, with multiple single awards anticipated to support seven CMOP locations.
