About this file

This is a Request for Sole Source Justification (J&A) document for the Department of Veterans Affairs seeking approval to award a firm-fixed-price sole source bridge contract for valet parking services.

Contract Overview and Justification: The Department of Veterans Affairs, through the Veterans Integrated Service Network (VISN) 01 Network Contracting Office (NCO), is justifying a sole source award to VetPride Services, LLC (incumbent contractor under 36C24122C0001) for continued valet parking services at the Providence VA Medical Center in Providence, Rhode Island, located at 830 Chalkstone Avenue. The acquisition plan action ID is 36C241-27-AP-0349, and the 2237 number is 650-27-1-9843-0002. The justification is necessitated by a Government Accountability Office (GAO) protest filed August 7, 2026, challenging a previous award decision (36C24127P0001, awarded July 30, 2026, docked as B-424728.1). In response, the Agency decided to terminate the awarded contract, amend the solicitation to revise technical evaluation criteria, and allow timely quoters to resubmit under the amended RFQ 36C24126Q0441. The GAO dismissed the protest on September 14, 2026, based on promised corrective action. This bridge contract is required to avoid service interruption while corrective action is implemented and a new competitive award is made.

Performance Period and Service Requirements: The period of performance consists of one 3-month base period, one 3-month option period under FAR 52.217-9, and up to 6 months extension under FAR 52.217-8. The total potential value of the bridge action is redacted; the estimated value of the requirement is also redacted. Services required include ticketing, securing keys, parking and delivery of vehicles, directing traffic, and associated management and staffing to maintain current service levels for valet parking that assists Veteran patients, families, and visitors with safe and efficient access to the Providence VAMC. The Contracting Officer determined the anticipated cost is fair and reasonable based on comparison to the current contract's monthly rate, which is redacted, and the incumbent vendor's proposed monthly rate, also redacted. The justification cites unusual and compelling urgency per 41 USC §3304(a)(2) as the statutory authority, as delay would result in serious injury to the Government through disrupted patient access and facility operations. The incumbent vendor can continue services without transition risk or onboarding delay, whereas alternative vendors would require onboarding, background checks, and local labor recruitment that cannot be accomplished between September 14, 2026, and September 30, 2026, when the current contract expires. The bridge is limited to the minimum time necessary to complete corrective action and make a new competitive award without service interruption to patients.
