About this file

This document is a justification for other than full and open competition for a sole source contract award. The Department of Veterans Affairs, VISN 22 Network Contracting Office on behalf of the VA Greater Los Angeles Healthcare System requires software licensing and support services for the RayStation treatment planning system owned by the agency. RaySearch Americas, Inc. is identified as the only provider capable of supporting the proprietary RayStation system, as it holds exclusive rights and no other firms would have access to the necessary information. The justification provides details on the specialized nature of the radiation treatment planning software, market research conducted to identify any alternative sources, and certifications by the biomedical engineer and contracting officials that the sole source award is properly justified. The related federal contract opportunity lists the solicitation number, describes the need as software and services for RayStation, and identifies the Department of Veterans Affairs VHA VISN 22 as the contracting agency.
