VHAPM Part 813.106 Page 1 of 2 Original Date: 08/30/17 Revision 02 Eff Date: 03/31/2020
DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C247-21-AP-4553
1. Contracting Activity:
Department of Veterans Affairs, VISN 07, Atlanta Veterans Affairs Healthcare System (ATL VA HCS), Nuclear Medicine (NM) Service. The ATL VA HCS Supply Chain Management (SCM) Service is responsible for the purchase/2237, 508-21-4-299-0324.
2. Brief Description of Supplies/Services required and the intended use/Estimated Amount:
To be purchased is a Numa LLC (an eC2 Company) NumaStore Ultimate system for vendor-agnostic nuclear medicine data/images backup, storage, and archiving with flexible, user-friendly, backup/storage/archiving management/administration capabilities. The system is to have full hardware and software backup/redundancy/recovery capabilities. The services to be performed are to include installation of the latest NumaStore Ultimate system and migration of existing data/images from all NM technologies in the NM Service to the new system. Estimated cost $225,000.00.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The NumaStore technology does not modify or remove image or patient data from data or image files unless specifically directed to do so, ensuring all information from originating technologies can be and is retained. Such allows for all patient image files to be easily restored on originating technologies with all original information—specifically that needed for reconstructing, re-reconstructing, processing, reprocessing, analysis, re-analysis, and review on the originating technology. The NumaStore technology accepts directly data/images from technologies of essentially all vendors in the field of nuclear medicine and handles automatically static and dynamic SPE, SPECT, SPECT-CT, PET, PET-CT, PET-MRI, DXA, spectrometer, and well-counter images and data.
Specifically, the NumaStore system can receive and send data/images from and to technologies from Biodex (Mirion), Candelis, Capintec (Mirion), eC2, GE, Hologic, MIM Software, Numa (eC2), Philips, Siemens, and Syntermed technologies. The NumaStore technology handles automatically raw, reconstructed, processed, re-reconstructed, and reprocessed data and images. The NumaStore technology translates with integrity non-DICOM, DICOM, and vendor-native formats among the formats of the vendor technologies listed above.
[SPE—single-photon emission; SPECT—single-photon emission computed tomography; SPECT-CT— single-photon emission computed tomography-computed tomography; PET—positron emission tomography; PET-CT—positron emission tomography-computed tomography; PET-MRI—positron emission tomography-magnetic resonance imaging; DXA—bone densitometry] https://www.acquisition.gov/?q=/browse/far/13

4. Description of market research conducted and results or statement why it was not conducted:
Personnel of the ATL VA HCS NM Service conducted market research regarding acquisition of a Numa LLC NumaStore system for data/images backup, storage, and archiving with backup/storage/archiving management/administration capabilities. Such was conducted so that the NM Service might replace its present but older (11+ years) NumaStore unit that is past end of life.
The latest and most advanced NumaStore system (including hardware, Numa software, and specific Numa dedicated system configuration) is available only directly from Numa LL (an eC2 Company).
Such was determined via internet search, conversations with nuclear medicine technologies experts, and conversations with personnel of Numa LL.
5. Contracting Officer's Certification:
Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief. Dedicated systems for data/images storage/archive of modality specific (in this case nuclear medicine specific) data/images with dedicated management/administration capabilities and full redundancy/recovery capabilities cost
$150,000-$250,000 or more. $225,000 for the requested hardware and software is competitive in the context of dedicated-modality data/image storage/archive hardware and software.
