About this file
This is a Special Notice documenting a sole source procurement by the Department of Veterans Affairs (VA) for emergency replacement equipment. The VA Portland Health Care System, specifically the Portland VA Medical Center located at 3710 SW US Veterans Hospital Road in Portland, Oregon, initiated an urgent requirement to replace one DRX Plus CSI New Detector for use with Carestream Mobile X-Ray devices. The detector is a critical component that converts images during daily mobile X-ray operations, and its replacement was deemed necessary to prevent severe delays in patient care. The solicitation was conducted as a sole source, firm-fixed-price task order negotiated directly with the Original Equipment Manufacturer (OEM), Carestream, in accordance with RFO 6.103-2. The contract was awarded on June 29, 2026, under solicitation number 36C26026F0335. The North American Industry Classification System (NAICS) code assigned is 334517.
The contracting office responsible for this procurement is the Department of Veterans Affairs Network Contracting Office, located at 1601 E. Fourth Plain Boulevard, Building 17, Suite B428, Vancouver, Washington 98661, with contracting specialist Maureen Sundstrom serving as the primary point of contact (Maureen.Sundstrom@va.gov). This Special Notice satisfies publication requirements under RFO 5.3 and constitutes the sole notice of the government's intent to solicit, negotiate, and award to one source. The notice explicitly states that no competitive proposals are being solicited and that any responses received will be considered only for determining future market conditions, with no government payment provided for information submitted. An Exception to Fair Opportunity document is attached to support the sole source justification.
