About this file
This document is a Request for SDVOSB/VOSB Sole Source Justification for the Department of Veterans Affairs (VA), specifically for the Network Contracting Office (NCO) 7 and Procurement Systems and Informatics Office (PSI). The requirement is for a new firm-fixed-price contract to provide program analyst, program management, and acquisition support services for one year, starting September 23, 2025, with an option to extend. Veterans Management Services, Inc. (VMSI), a service-disabled veteran-owned small business (SDVOSB), is the sole-source contractor, justified by their historical performance of similar services at an exceptional level across VA contracts.
The justification emphasizes VMSI's proven track record of delivering high-quality services that are essential for maintaining optimal patient outcomes, particularly with an expected increase in workload for fiscal year 2026. The contract will provide non-personal, non-inherently governmental advisory services to support VA Contracting Officers, Contract Specialists, and Contracting Officer Representatives. The procurement is being conducted under VAAR 819.7008 sole source authority for SDVOSB/VOSB, with the VA noting they will consider establishing a competitive long-term requirement in future acquisitions if market research identifies multiple capable SDVOSBs.

VSMI, although not currently providing services for NCO 7, has successfully performed two contracts for the same services over the course of a year and a half at an exceptional performance level. Not utilizing a contractor like VSMI could negatively impact patient care, as their proven track record demonstrates a capability to deliver high-quality services that are essential for maintaining optimal patient outcomes. Consistent and reliable support from experienced contractors can greatly enhance the quality of care provided to patients.
Additionally, with the expected increase in workload for fiscal year 2026, we need contractor support from a provider like VMSI to effectively manage the work and maintain high-quality services.
Moreover, V AAR 819.7008 authority authorizes sole source awards to SDVOSB/VOSB based on 38 U.S.C. 8127(c), provided that the SDVOSB/VOSB concern has been deemed a responsible source regarding performance.
6. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable, including whether a notice was or will be publicized as required by FAR Subpart 5.2 and, if not, which exception under FAR 5.202 applies:
Synopsizing of this requirement is exempt under FAR 5.202(a)(4)- The proposed contract action is expressly authorized or required by a statute to be made through another Government agency, including acquisitions from the Small Business Administration (SBA) using the authority of section 8(a) of the Small Business Act (but see 5.205(£)), or from a specific source such as a workshop for the blind under the rules of the Committee for Purchase from People Who Are Blind or Severely Disabled;
7. Determination by the CO that the Anticipated Cost to the Government will be Fair and Reasonable: The Contracting Officer will review and compare the expected award pricing with previous awards for similar services, such as those under : and Additionally, VMSI has honored its pricing under the earlier award : ■■■I If any pricing is determined to be too high, the CO will try to negotiate a more reasonable price while ensuring that a lower price does not sacrifice quality.
8. Description of the Market Research Conducted and the Results, or a Statement of the Reasons Market Research Was Not Conducted:
Due to the sole-source nature of this requirement, market research was limited to verifying that there were no mandatory sources capable of providing these services or existing VA contracting vehicles that an order could be placed against. VMSI met the eligibility criteria outlined in V AAR 819.7003 (DEVIATION), is certified in VetCert, and the action is below the $5M threshold.
9. Any Other Facts Supporting the Use of Other than Full and Open Competition: None, sole source authority under 819.7008.
