About this file
This is a Justification for Limiting Sources (LSJ) document under FAR 8.405-6 for a Federal Supply Schedule (FSS) order issued by the Department of Veterans Affairs, Network Contracting Office 04, located at the Wilkes-Barre VA Medical Center in Pennsylvania.
The Wilkes-Barre VA Medical Center is procuring two Stryker Lifepak 35 monitors/defibrillators with associated accessories and disposables for use in the hospital's Cardiac Catheterization Laboratory. The required items include the main monitor units (part number 70335-000045, quantity 2), printer kits (11335-000005, quantity 2), rear storage bags (11260-000071, quantity 2), power supply kits (41335-000003, quantity 2), AC power cords (11140-000131, quantity 2), and trade-in credits for two existing Lifepak 15 V2 units (TR-LP15V2-LP35, quantity 2). The estimated contract value exceeds $25,000. The order will be placed against FSS Contract Number 36F79721D0021 with Stryker Medical (3800 E. Centre Ave., Portage, MI 49002). The justification cites FAR 8.405-6(a)(1)(i)(B)—that only one source is capable of providing the supplies at the required quality level because they are unique or highly specialized. The rationale emphasizes that the Stryker Lifepak 35 system architecture, firmware, accessories, and service components are proprietary to Stryker, and no other manufacturers produce devices fully compatible with the existing Stryker Lifepak platform and infrastructure currently deployed at the facility. The Contract Specialist conducted comprehensive market research through SAM, GSA eLibrary, GSA Advantage, and FPDS searches, posted a Notice of Intent to Sole Source to the GPE for 15 calendar days with no responses, confirming Stryker as the sole supplier. The document was signed by Joanne Skaff, Contract Specialist, and Amanda Saunders, Contracting Officer, both at NCO 04, on February 26, 2026.
