LSJ 36C244-20-AP-5180

LIMITED SOURCES JUSTIFICATION

ORDER >SAT

FAR PART 8.405-6

ACQUISITION PLAN ACTION ID: 36C244-20-AP-5180

(1) CONTRACTING ACTIVITY: Department of Veterans Affairs (VA), Veterans Integrated Service Network 04 (VISN04), Network Contracting Office 4 (NCO4).

(2) DESCRIPTION OF ACTION:

This acquisition is conducted under the authority of the Multiple Award Schedule Program (41 U.S.C.

251 and 40 U.S.C. 501).

The Department of Veterans Affairs, VISN04, proposes to enter into a new Blanket Purchase Agreement (BPA) against National Acquisition Center (NAC) FSS Contract V797D-30111, using limited source procedures.

Order against: FSS Contract Number: V797D-30111

Name of Proposed Contractor: Omnicell, Inc.

Street Address: 590 E. Middlefield Rd.

City, State, Zip: Mountain View, CA, 94043

Phone: 561-284-7868

(3) DESCRIPTION OF SUPPLIES OR SERVICES:

The proposed BPA will streamline VISN04 procurement of Omnicell Point of Use (POU) medication dispensing and management systems, and medical product dispensing systems, to upgrade existing systems. The POU systems include configurable medication and supply cabinets and carts, and associated software. The POU systems support single server integration to VA inventory and medication management systems, and integrate with existing POU systems, including software. Omnicell POU systems are currently in use at Altoona VAMC, Coatesville VAMC, Lebanon VAMC, Philadelphia VAMC, VA Pittsburgh Healthcare System, Wilkes-Barre VAMC, and Wilmington VAMC. Service and technical support for new and currently installed Omnicell systems is also required.

The period of performance will include a base year and four one-year option periods. The BPA will also include the Option to Extend Services in accordance with FAR 52.217-8. Upon reviewing the past five years of historical VISN04 Omnicell procurement, the CO identified the highest annual spend, and included an approximately nine percent increase, to develop an annual estimated BPA value of $5,000,000.00, and a total estimated BPA value of $25,000,000.00.

(7) ANY OTHER FACTS SUPPORTING THE JUSTIFICATION:

The proposed BPA is intended to eliminate administrative burden and secure more advantageous pricing for the government. In order to ensure that this procurement action does not unduly restrict competition, the CO intends to limit orders to VISN04 facilities with existing Omnicell systems in place.

(8) A STATEMENT OF THE ACTIONS, IF ANY, THE AGENCY MAY TAKE TO REMOVE OR OVERCOME ANY BARRIERS THAT LED TO THE RESTRICTED CONSIDERATION BEFORE ANY SUBSEQUENT ACQUISITION

FOR THE SUPPLIES OR SERVICES IS MADE:

Because proprietary restrictions mandate that Omnicell Inc. is the only capable source to provide the required upgrades and support, no competition is anticipated for subsequent acquisition of these supplies and support services.

(9) REQUIREMENTS CERTIFICATION: I certify that the requirement outlined in this justification is a Bona Fide Need of the Department of Veterans Affairs and that the supporting data under my cognizance, which are included in the justification, are accurate and complete to the best of my knowledge. I understand that processing of this limited sources justification restricts consideration of Federal Supply Schedule contractors to fewer than the number required by FAR Subpart 8.4.
