About this file
This is a Limited Sources Justification for a Federal Supply Schedule (FSS) order issued by the Department of Veterans Affairs, Network Contracting Office 09, supporting VISN 09 VA Health Care System in Memphis, Tennessee.
The acquisition covers the purchase of chemical reagents and delivery, installation, and implementation of one leased UN-9000N-122 instrument with wagon and sample feeder/collector system, including five analytical modules, two Novus chemistry strip readers, two UF 5000 microscopic particle analyzers, and one UD-10 urine particle digital imaging analyzer. The estimated total value is $426,373.38 across four ordering periods from March 1, 2026, through September 30, 2029, with period values of $69,409.62 (period 2) and $118,987.92 each for periods 3, 4, and 5. The proposed contractor is Sysmex America, Inc. (FSS Contract V797D-40235), located in Mundelein, Illinois. The justification authorizes a sole source award based on FAR 538.7104-3(b)(1)(iii) as a logical follow-on to an existing competitive Hematology Blanket Purchase Agreement (36C24925A0033) awarded in FY25 on a cost-per-reportable-results (CPRR) basis. The rationale emphasizes operational efficiency, consistency in quality standards, technological compatibility, cost-effectiveness, and strategic alignment with comprehensive laboratory diagnostics. Sysmex provided a 22.6% discount off FSS pricing for total savings of $124,664.74. The justification was signed and approved by Allen Hankerson (Chief Clinical Lab Scientist), Robert Pitre (Contracting Officer), and Harry R. Grambo III (Branch Chief, NCO 09) on January 27 and February 2, 2026.

(4) Identify the Authority and Supporting Rationale (see below and if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service.
538.7104-3(b)(1)(iii) Sole source justifications exceeding the SAT: The order should be issued on a sole source basis in the interest of economy and efficiency because it is a logical follow-on to an FSS order already issued on a competitive basis.
The blanket purchase agreement (BPA) with Sysmex America Inc, 36C24925A0033, was competed and awarded in FY25 on a cost per reportable results (CPRR) basis. This agreement has significantly streamlined testing processes, ensuring high-quality results while maintaining cost-efficiency. Given the success and efficiency gained through the existing BPA, we intend to incorporate urinalysis testing under the same CPRR framework with Sysmex America Inc. This addition is a natural extension, creates additional efficiency, is in the interest of economy and logical follow-on to the current agreement for the following reasons:
• Comprehensive Laboratory Operations: Both hematology and urinalysis testing are essential diagnostic components within our laboratory operations. The inclusion of urinalysis testing will complement our existing hematology services, enabling a more integrated and holistic approach to patient diagnostics and care.
• Consistency in Quality and Standards: Sysmex America Inc. has consistently demonstrated high standards in delivering precise and reliable hematology testing results. Extending this relationship to urinalysis testing will ensure the same level of quality and accuracy, maintaining continuity in our laboratory practices.
• Operational Efficiency: By utilizing the same provider for both hematology and urinalysis testing, we can streamline our operational workflows, reduce redundancies, and optimize the use of our resources. The alignment of testing methodologies under one vendor simplifies training, reduces administrative overhead, and promotes faster turnaround times.
• Cost-Effectiveness: Leveraging the existing CPRR terms for additional testing services is economically advantageous. It allows us to benefit from negotiated pricing structures, manage budgets more effectively, and achieve significant cost savings without compromising on diagnostic quality.
• Technological Compatibility: Sysmex America Inc. provides state-of-the-art diagnostic equipment and software that are compatible with our current systems. This technical harmony is crucial for efficient data management, result reporting, and system interoperability.
• Alignment with Strategic Goals: The integration of urinalysis testing aligns with our broader strategic goals of enhancing patient care through comprehensive and integrated diagnostic services. Sysmex America Inc.’s proven reliability and compatibility with our systems ensure that this goal can be achieved without compromising quality or operational efficiency.
The addition of urinalysis testing to our current Sysmex America Inc. hematology BPA on a CPRR basis is a strategic and beneficial follow-on. It aligns with acquisition program management and contracting operational objectives of maintaining high diagnostic standards, optimizing operational efficiency, and achieving economic savings. This initiative will bolster our efforts to enhance patient care through integrated diagnostic services, while also alleviating administrative burdens and reducing manual labor for both program management offices and contract administration.
(5) Describe Why You Believe the Order Represents the Best Value consistent with FAR 8.404(d) to aid the contracting officer in making this best value determination: See statement above under FAR 8.405-6(a)(1)(C) selection. Additionally, the contractor provided a 22.6% discount off its FSS pricing (already deemed fair and reasonable) for a total savings of $124,664.74.
(6) Describe the Market Research Conducted among schedule holders and the results or a statement of the reason market research was not conducted. Given these considerations (stated under FAR 8.405-6(a)(1)(C) above), it was determined that conducting additional market research would not yield significant benefits or improvements over the current proposal. The decision to proceed with Sysmex America Inc. for urinalysis testing is a logical extension of our existing successful partnership and fulfills our operational, financial, and patient care objectives effectively.
(7) Any Other Facts Supporting the Justification: None
(8) A Statement of the Actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made:
(9) Requirements Certification: I certify that the requirement outlined in this justification is a Bona Fide Need of the Department of Veterans Affairs and that the supporting data under my cognizance, which are included in the justification, are accurate and complete to the best of my knowledge. I understand that processing of this limited source justification restricts consideration of Federal Supply Schedule contractors to fewer than the number required by FAR Subpart 8.4.
