About this file

This is a Limited Sources Justification for a federal delivery order under the General Services Administration's Multiple-Award Schedule (FSS) Program. The Department of Veterans Affairs, VISN 02 Network Contracting Office, procuring on behalf of Samuel S. Stratton VA Medical Center in Albany, New York, seeks to issue a Firm Fixed Price delivery order valued at $533,652.14 for an AvaSure TeleSitter System and installation services with a base period plus four option years for support software. The order will be placed against FSS Contract Number GS-35F-235BA with Sierra7, Inc., located at 1676 International Drive, Suite 930, McLean, VA 22102. The estimated delivery timeframe is 60 days after receipt of order (ARO).

The justification is based on statutory authority under 41 USC §3304(a)(5), 38 U.S. Code § 8127(c), and VAAR 819.7008, permitting sole source awards to certified service-disabled veteran-owned small businesses (SDVOSB). Market research confirmed that AvaSure, the original equipment manufacturer, makes its products available only through limited sources—either directly or exclusively through its Federal Reseller, Sierra7, Inc., an SDVOSB. A GSA Advantage search yielded 398 results for AvaSure products, but Sierra7, Inc. is identified as the only contractor providing AvaSure products. The justification concludes that insufficient SDVOSBs or veteran-owned small businesses (VOSBs) possess both interest and capability to meet the VA Rule of Two requirement under VAAR 819.70, making a set-aside strategy nonviable. The contracting officer determined that proceeding with a sole source award to Sierra7, Inc. represents the best value to the government due to the competitive FSS pricing, proven implementation track record across multiple VA medical centers, demonstrated patient safety outcomes including reduced fall rates, and streamlined procurement efficiency.
