About this file

This is a Limited Sources Justification document for a federal delivery order being issued by the Department of Veterans Affairs (VA), VISN 02, Network Contracting Office on behalf of Samuel S. Stratton VA Medical Center in Albany, New York. The acquisition is conducted under the Multiple-Award Schedule Program (FSS Contract Number GS-35F-235BA) and involves a Firm Fixed Price delivery order for an AvaSure TeleSitter System and installation services with a base period plus four option years for support software. The proposed contractor is Sierra7, Inc., a Service-Disabled Veteran-Owned Small Business (SDVOSB) located in McLean, Virginia, with an estimated contract value of $533,652.14 and a 60-day delivery timeframe following award.

The justification supports a sole source award based on statutory authority under 41 USC §3304(a)(5) and 38 U.S. Code §8127(c), implemented through VAAR 819.7008, which permits sole source awards to certified SDVOSBs. Market research confirmed that AvaSure's products are available only directly from the manufacturer or through Sierra7, Inc. as its exclusive Federal Reseller, and that insufficient SDVOSBs or Veteran-Owned Small Businesses (VOSBs) with both interest and capability exist to satisfy the VA Rule of Two. Sierra7, Inc. has demonstrated successful implementation and ongoing support of AvaSure TeleSitter monitoring systems across multiple VA medical centers nationwide, delivering proven patient safety outcomes and reduced fall rates. The FSS contract vehicle provides competitively awarded, pre-negotiated pricing that streamlines procurement while minimizing lead time and administrative burden.
