About this file
This document is a Limited Sources Justification for a VA contract for preventative maintenance and chamber cleanings of Steris Sterile Processing (SPS) Equipment at the New Jersey VA Healthcare System – East Orange Campus. The contract will be awarded to Sustainment Technologies, LLC, a Service-Disabled Veteran-Owned Small Business (SDVOSB), for a base period of 12 months from 11/01/2025 – 10/31/2026, with three additional option years. The total estimated contract value is $621,432.00, which is 9.6% lower than a budgetary quote from Steris, a large business.
Sustainment Technologies is the only authorized service provider for the specific equipment, confirmed by a proprietary letter from Steris Corporation. The equipment includes multiple AMSCO and V-PRO Max sterilizers, washer units, and sonic irrigators, with maintenance frequencies ranging from quarterly to semi-annually. Market research validated the company's SDVOSB status through searches of SAM.gov, GSA eLibrary, SBA's DSBS database, and VA's VetCert database. Two Notices of Intent to Sole Source were posted, with Sustainment Technologies being the only viable respondent after another potential vendor was deemed unauthorized by the original equipment manufacturer (OEM).
