About this file
This document is a Limited Sources Justification (LSJ) Order under FAR Part 8.405-6 for the continued lease of a Mobile Sterile Processing Services Unit (MSPSU) at the Jesse Brown VA Medical Center.
The Department of Veterans Affairs, Network Contracting Office Great Lakes Acquisition Center is procuring the continued lease of the existing MSPSU from the incumbent contractor, Steris Corporation, during the renovation of the medical center's Sterile Processing Services (SPS) facility. The justification cites economy and efficiency, as the new order is a logical follow-on to the original FSS contract awarded in 2022 using competitive procedures. The estimated value of the proposed 12-month base period and two 6-month option periods is $991,568.64. Awarding a sole source delivery order to the incumbent avoids the costs and delays associated with replacing the existing MSPSU, which would include decommissioning, commissioning, startup, and construction. The SPS renovation project has experienced delays, and this follow-on lease will allow the facility to continue critical decontamination, cleaning, and sterilization during the renovation, which is now scheduled to be completed in March 2026.

VHAPG Part 808.405-6 Limiting Sources Revision: 01 Effective Date: 09/01/2024 Acquisition ID#: 36C252-24-AP-4525
Page 1 of4 the applicable Federal Supply Schedule ordering procedures. The original order must not have been previously issued under sole source or limited source procedures;
The JBV A SPS was scheduled to be closed for an SPS renovation project in FY23. Because of this, a mobile SPS unit was leased at that time in order to ensure all hospital SPS requirements were still met during the renovation. The original FSS order for the lease of this mobile unit was awarded on
06/10/2022 and award was made using FAR 8 competitive procedures. FSS contract GS-30F-022GA, order number 36C25222F0208, was awarded to Steris Corporation in the amount of$__________. Due to several delays with outside construction projects, site preparation and commissioning of the MSPSU, the SPS renovation project was put behind schedule. Because of this, a subsequent (and current) order, 36C25224F0090, was awarded on 01/24/2024 in the amount of $_________ to continue the lease of the required mobile unit. The current period of performance ends 09/30/2024. The SPS renovation project was then put further behind schedule because of the emergency replacement of a Heating and Air
Conditioning (HV AC) System at the JBV A. The SPS renovation project is now scheduled to begin the first quarter of fiscal year 2025. With the adjusted SPS renovation project time line, the estimated move in-date for the renovated SPS space is March 2026.
The Contracting Officer determined in the interest of economy and efficiency, a logical follow-on makes the most business sense and provides the best value to the government.
(5) Describe Why You Believe the Order Represents the Best Value consistent with FAR 8.404(d) to aid the contracting officer in making this best value determination:
By awarding a sole source delivery order to the incumbent contractor, Steris Corporation, the JBV A avoids unnecessary expenses and construction delays that would be incurred commissioning and decommissioning a replacement MSPSU.
Costs to be incurred to replace existing MSPSU:
• Decommissioning: $________ (minimum 14 days)
• Commissioning: $_________(minimum 30 days)
• Startup Consumables: $________
• Custom covered deck build out for the replacement MSPSU requirement would need to be competed as a construction project: $_________(estimated minimum)
• Administrative costs incurred and time needed to compete a replacement MSPSU procurement.
• Water treatment compatibility changes necessary to meet replacement MSPSU prerequisites.
• Training needed on equipment in replacement alternative MSPSU along with updated to SOPs.
The aforementioned total estimated costs associated with an alternative MSPSU are not expected to be recovered through savings in competition, and having to re-compete the action would create unacceptable delays to the government's renovation project of the SPS wing directly and negatively impacting patient care at the V AMC.
