About this file

This is a Single Source Justification for Simplified Acquisition Procedures (SAP) under the Simplified Acquisition Threshold (SAT) for the VA Western New York Healthcare System in Buffalo, NY. The document justifies the procurement of two Stryker ProCuity medical beds to replace existing end-of-life units.

The justification explains that the Stryker brand beds are required due to compatibility with the facility's existing Vocera and Rauland nurse call systems via the Stryker Secure Connect System. Market research conducted from January 29-February 3, 2025, identified three authorized small business distributors: TrillaMed LLC, Beacon Point Associates, and Academy Medical Inc (all SDVOSBs). The procurement will proceed as a small business set-aside under SBA Rule of 2, as there were insufficient SDVOSB/VOSB providers to meet the VA Rule of Two. The justification is signed by Lindsay Goldsmith on February 4, 2025, certifying compliance with FAR 13.106-1(b).

1. Contracting Activity: Department of Veterans Affairs, VISN 02, VA Western New York Healthcare System (VAWNYHS), 3495 Bailey Avenue, Buffalo, NY 14215.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

Buffalo VA Medical Center has a requirement for two (2) Stryker ProCuity medical beds to replace existing end of life units and improve patient care and safety.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

The Buffalo VAMCs brand specific requirement for Stryker ProCuity medical grade beds is the result of the need to replace malfunctioning units beyond economical repair. Replacement units are required to be compatible with the VAMCs current Vocera and Rauland nurse call systems which provide crucial patient safety information, such as bed exit alarms that are transmitted to the facility's nurse call system. The Stryker brand name beds must be utilized, as the beds will integrate with the existing nurse call and Vocera communications system via the Stryker Secure Connect System, currently deployed at the Buffalo VAMC. The procurement of any alternate brand would necessitate the complete replacement of the existing infrastructure for the new beds. This would require VA staff to learn, operate, and manage a new system/workflow while simultaneously operating the other system as the rest of the beds are Stryker and already connected to the current nurse call system. This would add unnecessary complexity and duplicative activities, thereby compromising patient care.

4. Description of market research conducted and results or statement why it was not conducted:

Market research was conducted in accordance with FAR Part 10 regulations from January 29, 2025 to February 3, 2025 by querying the Government wide database of contracts and other procurement instruments intended for use by multiple agencies available at www.contractdirectory.gov and other Government and commercial databases that provide information relevant to agency acquisitions. Due to the brand name nature of this requirement, Stryker, the original equipment manufacturer (OEM), was contacted directly to inquire about small businesses who are authorized to distribute these items. The representative from Stryker informed
