About this file
This Limited Sources Justification document details a three-month task order for locum phlebotomy services for the South Texas Veterans Health Care System (STVHCS), to be provided by One Stop Recruiting LLC from 08/01/2025 to 10/31/2025. The order will be issued against GSA Federal Supply Schedule Contract Number 36F79721D0072, with a total of 11 line items covering services such as lead phlebotomy services, Sunday premiums, holiday pay, mileage, and lodging. The justification indicates that the vendor was selected because their personnel have been previously vetted, onboarded, and credentialed, and competing this order might require onboarding new personnel that could disrupt patient care.
Market research was conducted using Veteran Small Business Certification (VetCert) and identified 1,610 Service-Disabled/Veteran-Owned Small Businesses (SD/VOSB), but none could provide continuity of services without potential service interruptions. The ordering contracting officer determined the vendor's GSA rates to be fair and reasonable. A new Blanket Purchase Agreement (BPA) has been solicited as a total SDVOSB set-aside under GSA eBUY with SIN 621-046, and the government received 7 quotes in response. This 3-month task order is intended to bridge the gap and allow time to implement the new BPA without affecting VA beneficiaries' care.

LIMITED SOURCES JUSTIFICATION
ORDER > SAT
FAR PART 8.405-6
(1) Contracting Activity: Department of Veterans Affairs (VA), Network Contracting Office 17, Health Care Resources Branch, located at in support of VISN 17, VA Health Care System at South Texas Veterans Health Care System (STVHCS), Pathology and Laboratory Medicine,
(2) Description of Action: This acquisition is conducted under the authority of the Multiple- Award Schedule Program (41 U.S.C. 152(3) and 40 U.S.C. 501).
This is a request for a task order to be put in place, to provide locum phlebotomy services to VA beneficiaries of the STVHCS for a period of three (3) months from 08/01/2025 to 10/31/2025.
STVHCS Pathology and Laboratory Medicine provides phlebotomy services to multiple VA locations throughout STVHCS:
o
The task order is needed to prevent a gap in patient care and allow sufficient time to award a follow-on Blanket Purchase Agreement (BPA) under a GSA Federal Supply Schedule (FSS), SIN 621-046, the follow-on BPA
Order against: FSS Contract Number: 36F79721D0072.

FAR 8.405-6(b): Items peculiar to one manufacturer:
A patent, copyright, or proprietary data limits competition.
These are “direct replacements” parts/components for existing equipment.
The material/service must be compatible in all aspects (form, fit and function) with existing systems presently installed/performing.
(5) Describe Why You Believe the Order Represents the Best Value consistent with FAR 8.404(d) to aid the contracting officer in making this best value determination:
The vendor’s pricing has been guaranteed at their GSA FSS rates. The ordering contracting officer (OCO) has determined these rates to be fair and reasonable. Moreover, GSA FSS contract provides for an additional discount on orders. A new order following competitive ordering procedures for these services would most likely result in higher pricing
STVHCS cannot do without these services.
(6) Describe the Market Research Conducted among schedule holders and the results or a statement of the reason market research was not conducted.
A search of the Veteran Small Business Certification (VetCert) utilizing North American Industry Classification System (NAICS) 561320 found 1610 Service-Disabled/Veteran-Owned Small Businesses (SD/VOSB). Also, 494 small businesses were identified through U.S. Small Business Administration (SBA) Dynamic Small Business Search and 24 SDVOSB were identified under GSA SIN 621-043. Unfortunately, none of these vendors can provide continuity of phlebotomy services without the government incurring higher pricing and a break in essential services to beneficiaries resulting from onboarding new personnel.
A new requirement for a FSS BPA has been solicitated based on market research and the availability of SDVOSBs. The BPA will be issued under FAR Part 8.4. The government received 7 quotes in response from the solicitation.
This 3-month task order will allow sufficient time to implement the new BPA without affecting care of VA beneficiaries.
(7) Any Other Facts Supporting the Justification: None.
(8) A Statement of the Actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made:
The new BPA has been competed and solicited as a total SDVOSB set aside in GSA eBUY under
SIN 621-046.
