5. Rationale/explanation to support cited authority: NFS is currently operating Computrition Software and requires a new contract with Computrition to maintain the same system.

Specific requirements for this system are noted below:

• Software and hardware must have a current and working interface with VISTA

• IT: require Regional 1 resources such as the access control list (ACL) and VISTA interface

• Supports IT initiatives for operating system standardization with the ability to migrate to Windows 7and future operating system updates/versions

• Transmits patient information securely through an HL7-compliant ADT/Orders interface and maintains data via electronic cardex technology

• Processes automatic patient allergies, menu substitutions and corrections based on likes and dislikes

• Produces tray tickets corresponding with patients' diet orders, allowing production staff to assemble trays appropriately

• Automates the labeling and tracking components of the tube feeding process

• Uses handheld devices (example tablet) to implement a ‘Spoken Menu’. Use handheld devices to input data that in real time synchronizes with the food management system for the production of tray tickets to support point of service ordering and meal production reports

• Provides easy access to printed reports available on network printers

• System can store a history of post meal counts to assist in forecasting production

• Software contains a system to prevent food allergy and food preference errors on patient tray tickets

• Provides real-time, immediate tray delivery information, tracking and reports.

• Off-line/batch processing capability when network connectivity becomes unavailable

• Eliminates redundant data entry through the use of a single database

• Capable of analyzing up to date nutrient information at the food item, recipe, and menu level; share the information with patients and customers for their nutrition education

• Capable of electronically transmitting orders with prime vendor i.e.: USFOODS or other

• Capable of confirm orders electronically and generating reports showing discrepancies between what was ordered and what will be received

• Automate perpetual or just-in time inventory

• Capable of managing large food production operations and advanced food production, that produce and distribute food to multiple locations with the central production capability

Market research was by utilizing VA Central Office (VACO) NFS SharePoint site to determine the number and types of software being utilized by individual sites. Concluded that Computrition is being used by over 135 individual VA sites nationwide. Additionally, no other computer systems/software were identified as being utilized by the VA which were able to accomplish the comprehensive level of food management identified above in the supply and services section. Lastly, no other off the shelf software systems was identified as being capable of interfacing with VISTA.

Contacted the only vendor identified (CBORD) utilizing an internet seach that appeared to meet the requirements. It was determined that CBORD could possibly meet the operational/system requirements however the company does not currently have a working interface program with VISTA.

6. Note that this determination satisfies the requirements of FAR 8.405-6. The requirement to prepare a written justification IAW FAR 6.303 does not apply to Federal Supply Schedules.
