About this file
This is a Justification and Approval (J&A) document for a sole source procurement by the Department of Veterans Affairs, VISN 12, Jesse Brown VA Medical Center.
The procurement concerns the purchase of a BD SiteRite 9 Ultrasound System, including the Cue Magnetizer, linear probe, and equipment roll stand, for the Interventional Radiology Service. The estimated contract amount is $66,332.00. The equipment is required for safe and efficient placement of peripherally inserted central catheters (PICCs), central venous catheters, peripheral intravenous lines, and other vascular access procedures. The system maintains continuity of patient care, improves procedural efficiency, enhances patient safety, and reduces complications associated with vascular access procedures. The procurement is being awarded to Veterans Healthcare Supply Solutions, Inc., a certified Service-Disabled Veteran-Owned Small Business (SDVOSB), under the authority of VAAR 819.7008. Market research identified 455 SDVOSB/VOSB vendors under NAICS code 334510, but zero SDVOSB/VOSB vendors specifically offering ultrasound systems. The Original Equipment Manufacturer (BD) confirmed that Veterans Healthcare Supply Solutions is its sole authorized SDVOSB distributor for this equipment. The proposed price of $66,332.00 is fair and reasonable, as it is lower than a comparable prior VA contract (36C26126P0624 totaling $90,713.54) for the same equipment. The sole source award is justified by the proprietary integration between the SiteRite 9 system and the facility's existing BD BARD PowerPICC catheter platform, ensuring compatibility and avoiding negative impacts to clinical workflow and patient safety.

DEPARTMENT OF VETERANS AFFAIRS
Justification and Approval (J&A) For
Other Than Full and Open Competition
Acquisition Plan Action ID: 36C252-26-AP-3161
1. Contracting Activity: Department of Veterans Affairs, VISN 12, Jesse Brown VA Medical Center has submitted 537-26-3-969-0845 for Ultrasound System Upgrade to the Great Lakes Acquisition Center
(NCO12).
2. Nature and/or Description of the Action Being Approved: This justification is for the Site Rite 9 Ultrasound Systems needed for the Jesse Brown VA Medical Center.
Estimated Amount: $66,332.00
3. Description of Supplies/Services Required to Meet the Agency’s Needs: This procurement is for the purchase of the BD SiteRite 9 Ultrasound System, including the Cue Magnetizer, linear probe, and equipment roll stand, for the Interventional Radiology (IR) Service at the Jesse Brown VA Medical Center.
The SiteRite 9 Ultrasound System is essential for the safe and efficient placement of peripherally inserted central catheters (PICCs), central venous catheters, peripheral intravenous lines, and other vascular access procedures performed on Veteran patients. These procedures support the delivery of chemotherapy, long-term intravenous antibiotics, parenteral nutrition, dialysis access, and other critical therapies.
The requested system will maintain continuity of patient care, improve procedural efficiency, enhance patient safety, and reduce the risk of complications associated with vascular access procedures. Procurement of this equipment is necessary to support uninterrupted clinical operations and ensure Veterans continue to receive timely, high-quality care.
4. Statutory Authority Permitting Other than Full and Open Competition: 41 USC §3304(a)(5), 38 U.S.
Code § 8127(c), as implemented by RFO 6.103-5 (Authorized or Required by Statute). COs may use the non-competitive (sole source) procedures authorized in VAAR 819.7008 (DEVIATION) or VAAR
819.7009 (DEVIATION)- up to $5,000,000. Check the specific VAAR clause used below:
(X) 819.7008 Sole source awards to a certified service-disabled veteran-owned small business; or ( ) 819.7009 Sole source awards to a certified veteran-owned small business
5. Demonstration that the Contractor’s Unique Qualifications and/or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority):
The Jesse Brown VA Medical Center currently utilizes the BD BARD PowerPICC catheter platform, which is specifically designed to function with the BD SiteRite 9 Sherlock 3CG+ Tip Confirmation System. The SiteRite 9 provides real-time ultrasound guidance and ECG-based tip confirmation technology that is fully compatible with the existing BARD PowerPICC catheters used by the facility’s Vascular Access Team.

Because both the catheter system and the SiteRite 9 are proprietary products within BD’s vascular access portfolio, they operate as an integrated clinical system. The SiteRite 9 also incorporates Cue Needle Tracking technology, allowing real-time visualization of needle advancement during vascular access procedures, improving procedural accuracy, reducing complications, and enhancing patient safety.
The Contract Specialist contacted the Original Equipment Manufacturer (BD) to identify authorized distributors for Department of Veterans Affairs procurements. BD confirmed that Veterans Healthcare Supply Solutions, a certified Service-Disabled Veteran-Owned Small Business (SDVOSB), is its sole authorized SDVOSB distributor for this equipment. Award to any other vendor would not meet the compatibility requirements of the existing vascular access platform and could negatively impact clinical workflow, patient safety, equipment standardization, staff training, and ongoing support.
6. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable, including whether a notice was or will be publicized as required by RFO 6.301 and, if not, which exemption under RFO 5.101(b)(1) applies:
Although multiple SDVOSB and VOSB medical equipment vendors were identified under NAICS Code 334510, further market research confirmed that Veterans Healthcare Supply Solutions is the only certified SDVOSB authorized by BD to distribute the SiteRite 9 Ultrasound System required for compatibility with the VA’s existing BARD PowerPICC vascular access platform.
The Original Equipment Manufacturer confirmed there are no other authorized SDVOSB distributors capable of providing this integrated system.
Based on the market research performed, competition would not result in additional qualified sources capable of satisfying the Government’s technical and compatibility requirements. Therefore, a sole-source award represents the most advantageous acquisition strategy while maintaining compliance with VA procurement regulations.
7. Determination by the CO that the Anticipated Cost to the Government will be Fair and Reasonable:
The proposed price of $66,332.00 has been determined to be fair and reasonable based on comparison with previous Department of Veterans Affairs contract awards for the same or substantially similar equipment.
Historical procurement data demonstrates that the Government has previously purchased comparable SiteRite 9 Ultrasound Systems at higher prices. For example, Contract 36C26126P0624, awarded to Veterans Healthcare Supply Solutions, totaled $90,713.54 for comparable equipment.
The current proposed pricing is lower than previously awarded VA contract pricing for similar equipment and is therefore considered fair, reasonable, and consistent with current market conditions. Awarding this procurement to the authorized SDVOSB distributor provides the Government with the required equipment while ensuring compatibility with existing clinical systems and maintaining the best value for the Department of Veterans Affairs.
