About this file

This is a Limited Sources Justification for a follow-on task order under the Federal Supply Schedule (FSS) Multiple-Award Schedule Program. The Department of Veterans Affairs, Contracting Office 23, is justifying a limited source procurement for the Sioux Falls VA Health Care System located at 2501 W 22nd Street, Sioux Falls, South Dakota 57105.

The acquisition concerns an Olympus flexible scope lease and full-services agreement renewal, with the current lease contract expiring on September 30, 2026. The Sioux Falls VA Healthcare System currently utilizes Olympus engines, scopes, software, and support equipment and services. The justification is based on FAR 8.405-6(a)(1)(B), establishing that only one source is capable of providing the supplies and services at the required quality level because the supplies are unique and highly specialized. Market research outreach was conducted with the original equipment manufacturer, Olympus America Inc., which confirmed no other sources can provide lease or service of leased Olympus equipment. The justification emphasizes that obtaining scopes from a different manufacturer would require complete replacement of supporting equipment and retraining of the entire staff, making the cost of such replacement prohibitive compared to continuing with Olympus. The document includes required certifications from the Contracting Officer (Traci Johannes, dated 09/01/2026) and approval signature lines for one level above the Contracting Officer, with the latter required for procurements exceeding the Simplified Acquisition Threshold but not exceeding $900,000.

Acquisition Plan Action ID:

(1) Contracting Activity: Department of Veterans Affairs, Contracting Office 23, in support of VISN 23 Sioux Falls VA Health Care System at 2501 W 22nd St. Sioux Falls, SD 57105.

(2) Description of Action: This acquisition is conducted under the authority of the Multiple- Award Schedule Program (41 U.S.C. 152(3) and 40 U.S.C. 501).

Follow on Task Order to FSS contract

Order against: FSS Contract Number:

(3) Description of Supplies or Services:

Olympus flexible scope lease and full-services agreement against FSS contract

Sioux Falls VA Healthcare System (SFVAHCS) has opted to lease their Olympus Scopes which needs an annual renewal. Currently Lease contract will expire 09/30/2026. It is imperative to keep the contract in good standing to ensure Veteran care. SFVAHCS currently utilizes Olympus engines, scopes, software, and support equipment and services.

(4) Identify the Authority and Supporting Rationale (see below and if applicable, a demonstration of the proposed contractors unique qualifications to provide the required supply or service.

FAR 8.405-6(a)(1)(A): An urgent and compelling need exists and following the ordering procedures would result in unacceptable delays:

VHAPG Part 808.405-6 Limiting Sources Page 2 of Revision: 02 Effective Date: 03/02/2026 Acquisition ID#:

FAR 8.405-6(a)(1)(B): Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized;

FAR 8.405-6(a)(1)(C): In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order provided that the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures. The original order must not have been previously issued under sole source or limited source procedures.

FAR 8.405-6(b): Items peculiar to one manufacturer:

A patent, copyright or proprietary data limits competition. The proprietary data is:

These are direct replacements parts/components for existing equipment.

The material/service must be compatible in all aspects (form, fit and function) with existing systems presently installed/performing.

(5) Describe Why You Believe the Order Represents the Best Value consistent with FAR 8.404(d) to aid the contracting officer in making this best value determination:

To obtain a lease for scopes from a different manufacturer would require an entire replacement of supporting equipment and retraining of entire staff. The cost of replacing the current engines, software, and supporting equipment would outweigh any type of perceived savings.

(6) Describe the Market Research Conducted among schedule holders and the results or a statement of the reason market research was not conducted.

A market research outreach was made by the station to the original equipment manufacturer (OEM), Olympus America Inc, which confirmed there are no other sources capable of providing a lease or service of leased equipment manufactured by Olympus. Olympus remains the only responsible vendor who can provide the SFVAMC with the continued lease of the current equipment.

(7) Any Other Facts Supporting the Justification: N/A

(8) A Statement of the Actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made:
