About this file

This document is a Justification and Approval (J&A) for Other Than Full and Open Competition (OFOC) for a sole source contract award.

The VA requires emergency construction services to repair corroded sewage lines in Building 8 at the Phoenix VA Medical Center. The total estimated value of the proposed action is $414,818.70. The J&A cites unusual and compelling urgency under FAR 6.302-2 as the basis for the OFOC, as delay would result in serious injury to the government. The contracting officer determined that Andrews Plumbing Services Inc., which has completed similar projects at the facility, is the only reasonably available source due to the emergency nature and time constraints. The contracting officer found the anticipated costs to be fair and reasonable based on recent contract pricing from the vendor. Authorization was granted by the Branch Chief to proceed immediately with the requirement.
