About this file

This document is a Justification for Single Source Awards under Simplified Acquisition Procedures for an acquisition under the Simplified Acquisition Threshold (SAT) of $250,000.

The Department of Veterans Affairs (VA), VISN 02 Syracuse Medical Center, intends to award a sole-source, firm-fixed price contract to CareFusion Solutions, LLC for the purchase of an additional Pyxis ES 6-drawer MedStation for the Rome, NY Community-Based Outpatient Clinic (CBOC). The facility currently uses Pyxis ES MedStations and Anesthesia stations throughout the medical center, and this new station must interface with the existing VISTA pharmacy system and other CareFusion products. Pyxis ES is a proprietary system, so only CareFusion/BD equipment can interface with it. Transitioning to a different medication management system would require significant staff training and increase the risk of errors. The estimated cost of the new MedStation is $62,572.00. No market research was conducted since the facility is already using the Pyxis ES system. The Contracting Officer has approved the single-source justification under FAR 13.106-1(b).

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106‐1 For

Over Micro‐Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C242‐24‐AP‐3497

1. Contracting Activity: Department of Veterans Affairs, VISN 02, Syracuse Medical Center

PR Number: 528‐24‐3‐7085‐0121

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

New Requirement for an additional BD/Carefusion Pyxis ES 6‐drawer MedStation for Rome CBOC.

This is a new clinic area for the facility which is expected to open Spring 2024.

Expected cost: $62,572.00

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

Our facility currently has Pyxis ES MedStations and Anesthesia stations throughout the facility. This equipment must interface with VISTA pharmacy packages and also other BD/Carefusion products. Pyxis ES is a proprietary system so the only equipment that can interface with it is other BD/Pyxis ES systems.

We currently have Pyxis MedStations throughout our facility and also within the Rome CBOC which is where this additional unit would be utilized. We need to stay with Pyxis ES as it needs to interface with our current system and because the staff at the Rome clinic already use Pyxis. The amount of staff training and risk of errors running two medication management distribution systems would be significant.

4. Description of market research conducted and results or statement why it was not conducted:

No market research was conducted as the facility currently utilizes Pyxis ES MedStations and Pyxis ES Anesthesia Systems throughout our facility. Pyxis ES is a proprietary system therefore the only equipment that can interface with it is other BD/Pyxis ES systems. Any maintenance performed by a third party vendor, other than our Field Service Technician Affiliates, would render null and void any existing warranty and be unsupported by CareFusion Solutions, LLC.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106‐1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.

Note: Pursuant to 38 U.S.C 8127(b), Cos may use other than full and open competition when awarding to SDVOSB and VOSB firms for procurements under the SAT. However, Per VA PPM 2016‐ 05 (Revised August 2019) Implementation of the Veterans First Contracting Program, the focus should be on competing requirements among SDVOSBs and VOSBs to achieve a fair and reasonable price.
