About this file
This document is a Single Source Justification for the procurement of Cleanascope transport bins and carts under the Simplified Acquisition Threshold. The Department of Veterans Affairs, Network Contracting Office 6 is seeking to replace damaged Cleanascope transport equipment with updated Cleanascope Advantage carts and bins for the Salisbury VA Medical Center, Charlotte HCC, and Kernersville HCC. The justification explains that the Cleanascope system is the only brand compatible with the existing Advantage Plus Automated Endoscopic Reprocessors and dry scope cabinet technology in use at the facilities. Changing to an incompatible brand would generate added expense, training, and increase the risk of cross-contamination. The total estimated value of the proposed action is . Market research identified three capable vendors, and the requirement will be pursued on the open market unrestricted. The related federal contract opportunity is Solicitation 36C24624Q1312 for Cleanascope equipment.

Last Updated: 02/01/22 Page 1 of 1
DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C246-24-AP-4380
1. Contracting Activity: Department of Veterans Affairs, Network Contracting Office 6, 100 Emancipation Dr., Hampton, VA
23667, in support of the Salisbury VA Medical Center, 1601 Brenner Ave., Salisbury, NC 28144. PR#
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
This request is for new Cleanascope transport bins. These carts are replacing damaged Cleanascope transport bins and carts with the updated Cleanascope Advantage carts and bins. The bins incorporate reduced/no touch processing and handling for SPS and Endoscopy staff significantly reducing the risk of cross contamination and contamination during transport from clean storage. This requirement consists of 8 Cleanascope Advatage 6 trays, 6 Cleanascope Advantage 10 trays, and 108 Model 103457 CAS Advantage Clear Lids. The estimated value of the proposed action is:
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
This is a brand name justification. The Salisbury VAMC, Charlotte HCC, and the Kernersville HCC have the STERRIS Clean-a-scope bins and transport carts for flexible scopes in place. The bins and lids used in these carts are designed specifically to fit and be used in harmony with the Advantage Plus Automated Endoscopic Reprocessors (AER) and is the only tray design that functions with the Advantage AER and dry scope cabinet technology currently in use at the facilities. There are disposable items associated with STERRIS Clean-a-scope system that are already in place and stocked in all three facilities.
If another brand were to be procured, it would not be compatible with the STERRIS systems in place at all three facilities.
Changing the bin transport systems to one that in not compatible with other STERRIS equipment used in the SPS departments would generate added expense, training, and a change in process that would increase the risk of cross contamination of high level disinfected flexible scopes.
4. Description of market research conducted and results or statement why it was not conducted:
Searches of VetCert, NAC, SAC, GSA, FPDS, and eCMS were conducted. Three vendors have been identified as capable of providing the required equipment. This requirement will be pursued on the open market unrestricted.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
