About this file

This is a Justification for Other than Full and Open Competition (JOFOC) document from the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) for a sole-source firm-fixed price Indefinite Delivery/Indefinite Quantity (ID/IQ) contract to Forensic Technology (Canada) Inc. for the National Integrated Ballistic Information Network (NIBIN) program equipment, software, and support services.

The contract will provide NIBIN equipment, software, maintenance, and support services for 342 NIBIN sites representing over 10,000 law enforcement agencies. Key requirements include BRASSTRAX and BULLETTRAX 3D acquisition stations, correlation servers, data concentrators, and mobile/transportable IBIS equipment. The contract has a one-year base period plus four one-year options, with a minimum guaranteed value of $1,000 for the base period. FT Canada is justified as the sole source due to being the original developer and only authorized provider of the proprietary IBIS technology used in the NIBIN system since 1992. Market research including multiple industry days and a Sources Sought notice identified no other vendors capable of providing compatible equipment and maintaining the existing database of over 6.7 million pieces of ballistic evidence and 95 million images while ensuring continued interoperability with federal, state, local and international law enforcement partners.
