About this file
This is a Limited Sources Justification document for a Federal Supply Schedule (FSS) order under FAR Part 8.405-6, issued by the Department of Veterans Affairs, Network Contracting Office 21, in support of VA Palo Alto Health Care System (VAPAHCS).
The acquisition seeks to procure 15 Stryker ZMX ProCuity hospital bed systems with Isolibrium and Secure Connect technology for use in the facility's Intensive Care Unit. The justification for limiting sources to Stryker is based on FAR 8.405-6(a)(1)(B)—only one source is capable of providing the required supplies due to unique and highly specialized features. The Stryker ProCuity ZMX beds feature a 500-pound safe working load, three-position siderails, integrated iBed Watch alarms, wireless nurse call interface via Secure Connect, motorized braking systems, and an industry-low 11.5-inch height. VAPAHCS has already integrated considerable inventory of these specific model beds into its hospital infrastructure and care processes, making standardization critical to avoid costly retraining and system integration efforts. The Contracting Officer conducted extensive market research across GSA Advantage, GSA eLibrary, the National Acquisition Center (NAC), Schedule Contract Management Center (SCMC), ADDs UP, SAM, and SBA.gov, identifying multiple NAC contracts available for Stryker equipment and 976 VOSBs and 924 SDVOSBs in the relevant NAICS code, but determined that only Stryker can meet the specialized ICU requirements. The CO will solicit this action as a brand name only request for quote on GSA eBuy with limited competition available between SDVOSB distributors and the original equipment manufacturer. The National Acquisition Center has determined pricing to be fair and reasonable. No options are considered for this acquisition. The justification was certified by Luis Fuentes-Alvarez, Acquisition & Utilization Specialist, and approved by Contracting Officer Mathew B. Czeshinski of Network Contracting Office 21.

The material/service must be compatible in all aspects (form, fit and function) with existing systems presently installed/performing.
(5) Describe Why You Believe the Order Represents the Best Value consistent with FAR 8.404(d) to aid the contracting officer in making this best value determination: The National Acquisition Center (NAC) has determined pricing to be fair and reasonable. Additionally, standardization of equipment would avoid unduly burdensome actions on the Government, including retraining of staff and integration of the iBed alarm system.
