About this file
This is a Justification and Approval (J&A) document for a sole source contract award to a Service-Disabled Veteran-Owned Small Business (SDVOSB) under the Department of Veterans Affairs authority. The contracting activity is the Veterans Healthcare Administration, Regional Procurement Office West, Network Contracting Office 20, acting on behalf of Veterans Integrated Service Network (VISN) 20. The contract is for Teleradiology Physician Services to be provided to all VISN 20 facilities in the VA Northwest Network.
The proposed action is an interim firm-fixed-price Indefinite Quantity, Indefinite Delivery (IDIQ) contract with an estimated cost of $485,000, pending the procurement of a permanent five-year contract. The contractor must furnish board-certified Radiology Physician services including General Radiologic Procedures, CT/CTA scans, MRI/MRA imaging, Nuclear Medicine, and Ultrasound exams, with all services meeting American College of Radiology (ACR) and The Joint Commission (TJC) standards. VetMed Group, the identified SDVOSB vendor (Z7NABFAK25Y7), is selected based on its extensive VA experience, capacity to process approximately 1,200 studies daily with half being emergency cases, VA-approved National IT Memorandum of Understanding with 100% uptime guarantee, approximately 35 credentialed radiologists who can leverage privileging-by-proxy agreements for rapid onboarding, and demonstrated ability to rapidly deploy emergency teleradiology services without delay. The statutory authority for this sole source award is 41 USC §3304(a)(5) and 38 U.S. Code § 8127(c), implemented through VAAR 819.7008. Limited market research was conducted due to the emergent need and temporary six-month performance period, with a permanent contract acquisition package expected within several months. The J&A has been certified and approved by the Chief of Radiology, the Contracting Officer, and the Chief of Health Care Resources at NCO 20.

VHAPG Part 819.7008/7009 Sole Source Awards to SDVOSB/VOSB Revision: 05 Effective Date: 12/15/2025
Attachment 1: Request for SDVOSB/VOSB Sole Source Justification Format IAW VAAR 819.7008/9
DEPARTMENT OF VETERANS AFFAIRS
Justification and Approval (J&A) For
Other Than Full and Open Competition
Acquisition Plan Action ID:
1. Contracting Activity:
Department of Veterans Affairs, Veterans Healthcare Administration, Regional Procurement Office West, Network Contracting Office 20 on behalf of Veterans Integrated Service Network (VISN) 20.
2. Nature and/or Description of the Action Being Approved:
This proposed action is for a new interim firm-fixed-price IDIQ sole source contract for Teleradiology Physician Services, for all VISN 20 facilities, pending procurement of a five-year contract for these services. This action will be awarded as a new contract as a firm fixed price Indefinite quantity, indefinite delivery contract.
The estimated cost for this proposed action is $485,000.
3. Description of Supplies/Services Required to Meet the Agency’s Needs:
The contractor shall furnish board certified Radiology Physician services in accordance with the specifications contained in the Performance Work Statement (PWS) to the beneficiaries of the Department of Veterans Affairs (VA) and the VISN 20 VA Northwest Network.
The contract physician(s) shall be responsible for providing, including, but not limited to; General Radiologic Procedures (Plain Film, X-ray), Computed Tomography Scans/Computerized Axial Tomography (CT/CTA Scan), Magnetic Resonance Imaging/Magnetic Resonance Imaging (MRI/MRA), Nuclear Medicine (NM) and Ultrasound (US) including Vascular Ultrasound (Doppler/Duplex) Exams.
The VA Radiology Department follows the standards and guidelines set forth by American College of Radiology (ACR). Therefore, the contractor providing teleradiology services shall provide services consistent with The Joint Commission (TJC) and that meet or exceed VA and the ACR guidelines.
4. Statutory Authority Permitting Other than Full and Open Competition: 41 USC §3304(a)(5), 38 U.S.
Code § 8127(c), as implemented by RFO 6.103-5 (Authorized or Required by Statute). COs may use the non-competitive (sole source) procedures authorized in VAAR 819.7008 (DEVIATION) or VAAR
819.7009 (DEVIATION)- up to $5,000,000. Check the specific VAAR clause used below:
(X) 819.7008 Sole source awards to a certified service-disabled veteran-owned small business; or ( ) 819.7009 Sole source awards to a certified veteran-owned small business
5. Demonstration that the Contractor’s Unique Qualifications and/or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority):
VetMed Group, a Service-Disabled Veteran-Owned Small Business (SDVOSB), has extensive experience in providing teleradiology services. VetMed Group has a comprehensive history of providing teleradiology services to several VA facilities across the country. This extensive experience with VA-specific requirements and workflows makes them uniquely qualified to handle the intricacies of VA contracts, particularly when compared to other vendors with limited VA
Attachment 1: Request for SDVOSB/VOSB Sole Source Justification Format IAW VAAR 819.7008/9
Revision: 05 Effective Date: 12/15/2025 experience. VetMed Group processes approximately 1,200 studies per day, with half being emergency cases. Their expertise in managing high-demand and high-volume of teleradiology services, including demonstrated success in delivering critical services within required timeframes, makes them highly reliable in handling demanding needs.
VetMed Group has a VA-approved National IT Memorandum of Understanding (MOU) in place, ensuring that their technology and security measures align with federal standards. This is critical in maintaining the integrity and security of patient data, especially in a highly sensitive environment like VA healthcare. The company guarantees 100% uptime with real-time monitoring and immediate response to disruptions. Their relationship with the National IT Control Desk ensures any technical issues are resolved promptly, minimizing downtime during high-demands and high-volume of teleradiology services.
VetMed Group has approximately 35 radiologists, many of whom are already credentialed with other VA sites. This positions VetMed Group to leverage a streamlined credentialing process, allowing for rapid onboarding of their providers. One of the main barriers to rapid implementation of an emergency teleradiology services contract is that credentialing and privileging of a new contractor's physicians can take several months. However, because VetMed Group’s radiologists are already credentialed and privileged at other VA facilities, VISN 20 can utilize a privileging-by-proxy Memorandum of Understanding (MOU) with a VA site that currently contracts with VetMed Group.
This process enables credentialing and privileging of VetMed radiologists almost instantaneously, eliminating one of the most significant bottlenecks in deploying emergency teleradiology services.
In summary, VetMed Group’s unique combination of VA-specific experience, proven capacity to manage high emergency volumes, robust VA-approved IT infrastructure, and our ability to rapidly credential radiologists through privileging-by-proxy sets them apart as the only vendor capable of meeting VISN 20’s urgent teleradiology service needs without delay or compromise to quality or security.
6. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable, including whether a notice was or will be publicized as required by RFO 6.301 and, if not, which exemption under RFO 5.101(b)(1) applies:
Minimal market research was conducted as this requirement only has a period of performance of less than six (6) months while a permanent long-term contract is established. The customer is preparing an acquisition package for a 5-year contract as a firm fixed price Indefinite quantity, indefinite delivery contract.
7. Determination by the CO that the Anticipated Cost to the Government will be Fair and Reasonable:
It is anticipated that the cost will be considered fair and reasonable by comparing current VetMed Group’s pricing to other VA awarded vendors’ pricing, and to other company providing teleradiology services.
8. Description of the Market Research Conducted and the Results, or a Statement of the Reasons Market Research Was Not Conducted:
Revision: 05 Effective Date: 12/15/2025
As described in Section 6 above, due to the emergent need of this requirement, limited market research was conducted in accordance with FAR Part 10. A 5-year firm fixed price Indefinite quantity, indefinite delivery contract is expected to be posted in the next few months.
9. Any Other Facts Supporting the Use of Other than Full and Open Competition:
None
10. Listing of Sources that Expressed, in Writing, an Interest in the Acquisition:
VetMed Group-SDVOSB - Z7NABFAK25Y7
11. A Statement of the Actions, if any, the Agency May Take to Remove or Overcome any Barriers to Competition before Making subsequent acquisitions for the supplies or services required:
The agency will expand efforts to identify and engage more potential vendors capable of meeting the VA’s unique teleradiology needs. This could include outreach through industry forms, VA vendor databases, and broader publication of upcoming contract opportunities to attract a large pool of qualified vendors.
12. Requirements Certification: I certify that the requirement outlined in this justification is a Bona Fide Need of the Department of Veterans Affairs and that the supporting data under my cognizance, which are included in the justification, are accurate and complete to the best of my knowledge and belief.
