About this file
This is a Justification and Approval (J&A) document for a sole source contract award to a Service-Disabled Veteran-Owned Small Business (SDVOSB) by the Department of Veterans Affairs.
The Department of Veterans Affairs, VISN 17, Audie L. Murphy VA Medical Center seeks to procure a comprehensive service and preventative maintenance protection plan supporting the ScrubEx uniform exchange system and alEx linen exchange system across the South Texas Veterans Healthcare System. The estimated contract value is $128,805.00 for a one-year base period with four optional renewal periods commencing March 18, 2026. The award will be made as a firm-fixed-price contract (36C25726P0338) to L1 Enterprises Incorporated, the authorized distributor and service provider of Innovative Product Achievements, LLC (IPA), the manufacturer of both systems. The justification cites statutory authority under 41 USC §3304(a)(5) and 38 U.S. Code § 8127(c) to permit sole source award to the certified SDVOSB, which meets all eligibility requirements and is certified in VetCert. Market research identified four SDVOSBs and six VOSBs within NAICS 811210; however, IPA's written designation of L1 Enterprises as their preferred distributor and service provider, combined with the contractor's SDVOSB certification and the acquisition's below-$5 million threshold, supports the non-competitive procurement. The Contracting Officer will encourage IPA to secure additional distribution agreements to increase future competition.
