VHAPG Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106-1 for Over Micro- Purchase Threshold but not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C252-22-AP-1661

1. Contracting Activity: Department of Veterans Affairs, VISN 12, Clement J. Zablocki VA

Medical Center, Great Lakes Acquisition Center, 695-22-2-969-0105.

2. Brief description of supplies/services required and the intended use/estimated amount:

The Simulation Center at the Clement J. Zablocki VA Medical Center located in Milwaukee, WI requires the purchase and upgrade of its Transesophageal, Transthoracic Echocardiogram (TEE/TTE) simulation systems to an ultra-realistic patient simulator designed for interactive Point of Care Ultrasound (PoCUS) scenario training. The estimated amount is

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The Clement J. Zablocki VA Medical Center’s current TEE/TTE Simulation system has reached its warranty date and has lost the ability to upgrade and receive support. As this system is used by several divisions, it is crucial that the facility is able to provide safe training of transesophageal ultrasounds. Intelligent Ultrasound is the only vendor that are compatible with the currently-owned probes for this system.

Intelligent Ultrasound is also the proprietary vendor for these probes. If purchasing a different brand, it would increase the cost but it is also the most efficient as the facility’s current staff have been fully trained on these systems and have developed professional skills and have been using Intelligent Ultrasound systems for roughly 10 years. Choosing a different vendor would increase costs for material, training and time considering staff would need to be re-trained on a completely new system.

4. Description of market research conducted and results or statement why it was not conducted: A VIP search for NAICS 334510 and keyword, “manikin” produced one SDVOSB which included in its capabilities, “simulation, manikin.” A second search for NAICS 334510 and “Intelligent Ultrasound” (brand name) produced zero results. Subsequent searches for NAICS 334510 and “Echocardiogram,” “Transesophageal,” or “Transthoracic” produced zero results.

The CO conducted additional searches on the NX-Equipment List and HTME Equipment list which produced zero results. A search on GSA Advantage for “Manikin” produced several results, but none appeared to be associated with ultrasound simulation. There were no recent results for ultrasound manikins on Sam.gov and FPDS.

An e-mail was sent to the vendor, Intelligent Ultrasound North America, Inc., requesting if it authorizes any small businesses, including SDVOSBs or VOSBs, to distribute its products. It responded that it did not authorize any other business to sell its products in North America.

The above market research does not reasonably evidence whether the VA Rule of Two can be met.
