3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

This is a brand name only requirement for LPIT Solutions, Inc. dba TrackCore, Inc.

(“TrackCore”) RFID equipment cabinets. The facility is requesting this equipment for tracking and storing implants and equipment that are compatible with TrackCore’s tracking software services already in existence at the Jesse Brown VA Medical Center located in Chicago, IL.

The software tracking services for Jesse Brown are a cost of approximately over five years, and approximately over five years for the entire Veterans Integrated Service Network (VISN) across seven facilities and several community-based outpatient clinics. Purchasing cabinets of a different brand would not take advantage of the continuity of those services for which the VISN has undergone significant tailoring and customization (modifications).

The Jesse Brown VA Medical Center Operating Room is requesting this equipment to provide OR staff with an efficient method on managing Biologic tissue and high-value surgical products. It also meets the Joint Commission standards of tissue storage tracking.

No training required as staff have been using this system already.

RFID enclosures secure and control valuable biologic implant inventory, monitor the temperature of the items with 24/7 access, ensure patient safety and reduce wasted inventory. Each unit is equipped with an alarm system to alert staff when doors are left open, improving the security of high-cost implants. Units also communicate with the TrackCore tissue tracking software to track issuance of products to staff in real-time. The use of RFID enclosures also prevents lost charges through real-time missing inventory alerts.

4. Description of market research conducted and results or statement why it was not conducted:

A search for NAICS 339113 and the keyword, “cabinet” returned 16 Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) and one Veteran-Owned Small Business (VOSB). A search for “implant cabinet” and NAICS 339113 showed zero results for SDVOSBs or VOSBs. A search for “TrackCore” showed zero results for SDVOSBs or VOSBs.

As this procurement is brand name only, the CO contacted TrackCore (a small business) to determine if any small businesses (including VOSBs and SDVOSBs) are able to fulfill the requirement. The manufacturer responded with one SDVOSB.

While requirements at 13 CFR 121.406(b) may be met for nonmanufacturers, paragraph (c) of the same part states the performance requirements (limitations on subcontracting) and the nonmanufacturer rule do not apply to small business set-aside acquisitions with an estimated value between the micro-purchase threshold and the simplified acquisition threshold. This procurement will be solicited on a brand name only basis with a 100% small business set-aside.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-

1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
